【摘要】：2009年開始試點、目前正在合并實施的新型農(nóng)村社會養(yǎng)老保險制度和城鎮(zhèn)居民養(yǎng)老保險制度(簡稱城鄉(xiāng)居民社會養(yǎng)老保險制度),是我國社會保障制度的一大創(chuàng)舉,迄今為止,已經(jīng)覆蓋了超過3.5億的城鄉(xiāng)居民,受到社會的廣泛擁護和贊譽。但隨著城鎮(zhèn)化和人口老齡化的加速發(fā)展,城鄉(xiāng)居民社會養(yǎng)老保險制度亟須進一步改革完善。本文以針對6省12市縣區(qū)74位居民的深度訪談為材料,對他們參加城鄉(xiāng)居民社會養(yǎng)老保險的狀況、城鄉(xiāng)居民養(yǎng)老保險體系存在的問題進行了分析,并提出完善城鄉(xiāng)居民養(yǎng)老保險體系的思路建議。
[Abstract]:The new rural social old-age insurance system and the urban residents' old-age insurance system (referred to as the urban and rural residents' social old-age insurance system), which began to be piloted in 2009, are one of the great innovations of the social security system in our country. It has covered more than 350 million urban and rural residents and has been widely supported and praised by the society. However, with the accelerated development of urbanization and aging population, the social endowment insurance system for urban and rural residents needs to be further reformed and improved. Based on the in-depth interviews with 74 residents in 6 provinces and 12 cities and counties, this paper analyzes the situation of their participation in social endowment insurance for urban and rural residents and the problems existing in the old-age insurance system for urban and rural residents. And put forward the train of thought and suggestion to perfect the old-age insurance system of urban and rural residents.
