【摘要】：失業(yè)是現(xiàn)代工業(yè)化國家經(jīng)濟(jì)發(fā)展過程中不可避免的現(xiàn)象，失業(yè)現(xiàn)象的產(chǎn)生，造成勞動(dòng)者在失業(yè)期間的收入減少或中斷，家庭經(jīng)濟(jì)受到損失，為了保障勞動(dòng)者及其扶養(yǎng)的家屬在失業(yè)期間的基本生活，許多國家都設(shè)立了失業(yè)保險(xiǎn)制度。失業(yè)保險(xiǎn)作為一種強(qiáng)制性的社會(huì)保險(xiǎn)制度，屬于社會(huì)保障體系的一環(huán)，由社會(huì)共同分擔(dān)可能的失業(yè)風(fēng)險(xiǎn)，保障有勞動(dòng)能力的被保險(xiǎn)人（勞動(dòng)者），在其不幸遭遇非自愿性失業(yè)而未找到適當(dāng)?shù)墓ぷ髑埃梢栽谝欢ㄆ陂g內(nèi)申請失業(yè)保險(xiǎn)金給付，得到最低生活水平的保障，以維持其經(jīng)濟(jì)生活的穩(wěn)定。 失業(yè)保險(xiǎn)制度是社會(huì)保障體系的重要內(nèi)容之一，建立符合我國國情的科學(xué)合理的失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)，是社會(huì)經(jīng)濟(jì)發(fā)展的必然要求。本文以完善我國失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)為中心，首先理清失業(yè)保險(xiǎn)和失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)的概念，并探討失業(yè)保險(xiǎn)制度的國際發(fā)展與趨勢，通過參照發(fā)達(dá)國家（英、美、日、韓）的實(shí)施經(jīng)驗(yàn)，擷取值得我國借鑒之處，作為立論依據(jù)。其次，回顧我國失業(yè)保險(xiǎn)制度的發(fā)展歷程，介紹不同的歷史背景下失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)的具體內(nèi)容，并進(jìn)行縱向比較分析。然后對我國各省市現(xiàn)行的失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)進(jìn)行介紹和橫向比較，并以國際勞工組織第168號(hào)公約為基準(zhǔn)進(jìn)行檢視，評(píng)估我國失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)的適當(dāng)性。最后以我國的失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)為研究對象，以英國、美國、日本和韓國的失業(yè)保險(xiǎn)金給付制度為借鑒，，試圖歸納出我國失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)未來改革應(yīng)遵循的方向。本文對我國失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)的改革提出以下四點(diǎn)建議：（1）建立新的工資（繳費(fèi)基數(shù)）關(guān)聯(lián)型失業(yè)保險(xiǎn)金給付標(biāo)準(zhǔn)；（2）調(diào)整失業(yè)保險(xiǎn)金給付期限；（3）增設(shè)提早再就業(yè)津貼；（4）增加臨時(shí)扶養(yǎng)津貼制度。
[Abstract]:Unemployment is an inevitable phenomenon in the process of economic development in modern industrialized countries. The emergence of unemployment has resulted in the decrease or interruption of workers' income during the period of unemployment and the loss of the family economy. In order to guarantee the basic life of workers and their dependants during unemployment, many countries have set up unemployment insurance system. As a kind of compulsory social insurance system, unemployment insurance belongs to the link of social security system. The society shares the possible unemployment risk and guarantees the insurant (laborer) who has the ability to work. In order to maintain the stability of their economic life, they can apply for unemployment insurance payment within a certain period of time before they unfortunately encounter involuntary unemployment and fail to find a suitable job. They can be guaranteed the minimum standard of living in order to maintain the stability of their economic life. The unemployment insurance system is one of the important contents of the social security system. It is an inevitable requirement for the development of the social economy to establish a scientific and reasonable standard for the payment of the unemployment insurance fund in accordance with the national conditions of our country. Focusing on perfecting the standard of unemployment insurance payment in our country, this paper first clarifies the concepts of unemployment insurance and unemployment insurance payment standard, and probes into the international development and trend of unemployment insurance system by referring to the developed countries (Britain, USA, Japan). Han) implementation experience, draw lessons from our country, as the basis of argument. Secondly, it reviews the development of unemployment insurance system in our country, introduces the specific content of unemployment insurance payment standard under different historical background, and carries on the longitudinal comparative analysis. Then it introduces and compares the current standards of unemployment insurance payment in the provinces and cities of our country, and examines the criterion of unemployment insurance payment based on International Labour Organization Convention 168 to evaluate the appropriateness of the standard of unemployment insurance payment in China. Finally, taking the unemployment insurance payment standard of our country as the research object, taking the unemployment insurance payment system of Britain, the United States, Japan and South Korea as the reference, this paper tries to sum up the direction of the future reform of the unemployment insurance payment standard of our country. This paper puts forward the following four suggestions on the reform of unemployment insurance payment standard in China: (1) establish a new salary (contribution base) related unemployment insurance payment standard, (2) adjust the unemployment insurance payment period, (2) adjust the time limit of unemployment insurance payment, (2) set up a new salary (contribution base) related unemployment insurance payment standard. (3) increase the early re-employment allowance; (4) increase the temporary dependency allowance system.
