【摘要】：從世界各國社會(huì)保險(xiǎn)制度發(fā)展進(jìn)程可以明確知道社會(huì)保險(xiǎn)是社會(huì)保障的核心，而社會(huì)保險(xiǎn)運(yùn)行的物質(zhì)基礎(chǔ)又是社會(huì)保險(xiǎn)基金，社會(huì)保險(xiǎn)基金運(yùn)轉(zhuǎn)的成敗不僅關(guān)系到廣大老百姓的切身利益，更關(guān)系到整個(gè)社會(huì)的安定團(tuán)結(jié)，關(guān)于這一問題中國有過沉重的教訓(xùn)。因此，建立健全社會(huì)保險(xiǎn)基金的監(jiān)管制度，是預(yù)防并控制社會(huì)保險(xiǎn)運(yùn)行過程中問題發(fā)生的有效措施，是社會(huì)保險(xiǎn)基金健康有序發(fā)展的必然選擇。在中國乃至全球的社會(huì)實(shí)踐中，多中心治理理論最大的應(yīng)用價(jià)值就是提出政府在治理變革中，打破了社會(huì)保險(xiǎn)基金單個(gè)中心的政府監(jiān)管統(tǒng)治模式，建立政府、市場和社會(huì)三維框架下的多中心治理模式。但是，從我國的現(xiàn)實(shí)國情出發(fā)，還不能全面引入多中心監(jiān)管體制，政府在社會(huì)保險(xiǎn)基金監(jiān)管中還處于主導(dǎo)地位。 本文從多元治理的視角，首先從社會(huì)保險(xiǎn)基金監(jiān)管機(jī)制構(gòu)成出發(fā)，分析其社會(huì)基金監(jiān)管機(jī)制的特點(diǎn)與問題，這些問題主要表現(xiàn)為：社會(huì)保險(xiǎn)基金立法滯后、保值增值難、運(yùn)行機(jī)制不完善、內(nèi)控監(jiān)管機(jī)制薄弱、監(jiān)管人員素質(zhì)低、基礎(chǔ)信息建設(shè)落后、對政府監(jiān)管機(jī)制的缺失與缺位，針對當(dāng)前的一些政策和相關(guān)制度展開論述。其次，從多元視角對我國社會(huì)保險(xiǎn)基金政府監(jiān)管機(jī)制反思。分析多元治理內(nèi)涵與核心理念基礎(chǔ)上，闡述多元治理下的社會(huì)保險(xiǎn)基金政府監(jiān)管的必要性和原則，為下文提供理論指導(dǎo)。再次，通過對德國、美國、新加坡、智利社會(huì)保險(xiǎn)基金政府監(jiān)管研究，提出其對我國實(shí)際國情的經(jīng)驗(yàn)與啟示。最后，從多元治理視角，，針對我國社會(huì)保險(xiǎn)基金政府監(jiān)管機(jī)制重構(gòu)，提出了對策與建議。主要內(nèi)容包括：市場化運(yùn)作是構(gòu)建政府監(jiān)管機(jī)制的前提，政策的穩(wěn)定性是構(gòu)建政府監(jiān)管機(jī)制的保障，完善的社會(huì)監(jiān)督是構(gòu)建政府監(jiān)管機(jī)制的關(guān)鍵，社會(huì)自治能力的提高是構(gòu)建政府監(jiān)管機(jī)制的有效途徑。
[Abstract]:From the development process of social insurance system in all countries of the world, we can clearly know that social insurance is the core of social security, and the material basis of social insurance operation is the social insurance fund. The success or failure of the operation of the social insurance fund is not only related to the vital interests of the general public, but also to the stability and unity of the whole society. China has had a heavy lesson on this issue. Therefore, the establishment and perfection of the supervision system of the social insurance fund is an effective measure to prevent and control the problems in the operation of the social insurance fund, and is the inevitable choice for the healthy and orderly development of the social insurance fund. In the social practice of China and the whole world, the greatest application value of the theory of multi-center governance is to put forward that the government has broken the mode of government supervision and control of the single center of the social insurance fund and established the government in the process of governance reform. Multi-center governance model under the three-dimensional framework of market and society. However, according to the reality of our country, the multi-center supervision system can not be fully introduced, and the government is still in a dominant position in the supervision of social insurance fund. From the perspective of multiple governance, this paper first analyzes the characteristics and problems of the social insurance fund supervision mechanism from the perspective of the composition of the supervision mechanism of the social insurance fund. These problems are as follows: the legislation of the social insurance fund lags behind, and it is difficult to maintain and increase its value. The operation mechanism is not perfect, the internal control supervision mechanism is weak, the quality of the supervisors is low, the basic information construction is backward, and the deficiency and vacancy of the government supervision mechanism are discussed in view of some current policies and related systems. Secondly, from the multi-angle of view to our country social insurance fund government supervision mechanism introspection. On the basis of analyzing the connotation and core idea of multi-governance, this paper expounds the necessity and principle of government supervision of social insurance fund under multi-governance, and provides theoretical guidance for the following. Thirdly, through the study of government supervision of social insurance fund in Germany, USA, Singapore and Chile, this paper puts forward its experience and enlightenment to the actual situation of our country. Finally, from the perspective of multi-governance, this paper puts forward some countermeasures and suggestions for the reconstruction of government supervision mechanism of social insurance fund in China. The main contents include: the market-oriented operation is the premise of constructing the government supervision mechanism, the stability of the policy is the guarantee of the construction of the government supervision mechanism, the perfect social supervision is the key to the construction of the government supervision mechanism. The improvement of the ability of social autonomy is an effective way to construct the government supervision mechanism.
