城鎮(zhèn)學(xué)齡前兒童社會醫(yī)療保險問題研究

【摘要】：兒童的健康狀況是反映國民生活水平的重要指標(biāo)之一。2012年11月8日召開的中共十八大上，中共中央主席習(xí)近平同志在常委見面會上的講話中，提到“更可靠的社會保障、更高水平的醫(yī)療衛(wèi)生服務(wù)”是人民的期盼，“人民對美好生活的向往，就是我們的奮斗目標(biāo)”。從這個意義上講，兒童社會醫(yī)療保障制度的完善，對國家的未來發(fā)展，具有舉足輕重的作用。兒童作為弱勢群體，其醫(yī)療保險政策一直是政府和社會所廣泛關(guān)注的，學(xué)校一般會為入學(xué)后的兒童辦理集體醫(yī)療商業(yè)保險，致使學(xué)齡前兒童成為了醫(yī)療保險唯一的空白。我國于2007年起試行城鎮(zhèn)居民基本醫(yī)療保險制度，自此，從制度上實現(xiàn)了兒童醫(yī)療保險全覆蓋。但近幾年來，在制度的執(zhí)行過程中，發(fā)現(xiàn)了這樣那樣的問題，城鎮(zhèn)居民基本醫(yī)療保險制度并不能滿足學(xué)齡前兒童的醫(yī)療保險需求。本文從當(dāng)前城鎮(zhèn)學(xué)齡前兒童社會醫(yī)療保險的供給和需求兩方面進(jìn)行闡述，并在此基礎(chǔ)上作對比分析，得出供需不匹配點(diǎn)，最后有針對性地提出構(gòu)建健全的城鎮(zhèn)學(xué)齡前兒童社會醫(yī)療保險制度。 本文共分為六大部分，，第一部分為緒論，介紹了選題的背景意義、國內(nèi)外研究現(xiàn)狀以及本文的研究思路與研究方法； 第二部分對學(xué)齡前兒童作了本文中的界定，介紹學(xué)齡前兒童這一特殊群體的特點(diǎn)，并對相關(guān)兒童福利理論、醫(yī)療保險需求理論以及社會需要理論分別作了介紹； 第三、四、五部分分別從城鎮(zhèn)學(xué)齡前兒童社會醫(yī)療保險的供給和需求兩方面，對我國現(xiàn)行學(xué)齡前兒童社保制度作了闡述后，用歸納對比法作了供需匹配分析，得出供需不匹配點(diǎn)及導(dǎo)致這種情況產(chǎn)生的原因； 第六部分是對策建議部分，本文認(rèn)為當(dāng)前構(gòu)建健全的學(xué)齡前兒童社會醫(yī)療保險制度的條件已日趨成熟，在供需不匹配點(diǎn)和需求的影響因素兩方面的基礎(chǔ)上，有針對性地提出了解決當(dāng)前城鎮(zhèn)學(xué)齡前兒童社會醫(yī)療保險供需不匹配問題的對策建議。
[Abstract]:The health status of children is one of the important indicators of the national standard of living. At the 18th National Congress of the Communist Party of China on 8 November 2012, President Xi Jinping of the CPC Central Committee, in his speech at the meeting of the standing Committee, mentioned "more reliable social security." A higher level of medical and health services is the expectation of the people, and the yearning of the people for a better life is our goal. In this sense, the perfection of the social medical security system for children plays an important role in the future development of the country. As a vulnerable group, the policy of medical insurance for children has always been widely concerned by the government and the society. Schools generally apply for group medical commercial insurance for children after school, which makes preschool children the only blank of medical insurance. Since 2007, China has tried out the basic medical insurance system for urban residents. Since then, it has realized the full coverage of children's medical insurance from the system. However, in recent years, in the process of implementing the system, some problems have been found that the basic medical insurance system for urban residents can not meet the medical insurance needs of preschool children. This paper expounds the supply and demand of social medical insurance for preschool children in cities and towns, and on this basis, makes a comparative analysis, and draws a point of mismatch between supply and demand. Finally, the author puts forward a sound social medical insurance system for preschool children in cities and towns. This paper is divided into six parts, the first part is the introduction, introduced the background significance of the topic, domestic and foreign research status and the research ideas and methods of this paper; The second part defines the preschool children in this paper, introduces the characteristics of this special group of preschool children, and introduces the related welfare theory of children, medical insurance demand theory and social needs theory. The third, the fourth and the fifth part respectively from the urban preschool children social medical insurance supply and demand two aspects, to our country current preschool children social security system has made the elaboration, uses the inductive contrast method to make the supply and demand matching analysis, The point of mismatch between supply and demand and the cause of this situation are obtained. The sixth part is the part of countermeasures and suggestions. This paper thinks that the conditions of constructing a sound social medical insurance system for preschool children are maturing day by day, on the basis of the mismatch of supply and demand and the influencing factors of demand. This paper puts forward countermeasures and suggestions to solve the problem of mismatch between supply and demand of social medical insurance for preschool children in cities and towns.
