【摘要】：大病醫(yī)療救助已經(jīng)成為新世紀(jì)人口與發(fā)展的重要領(lǐng)域,并引發(fā)了學(xué)者們的廣泛關(guān)注,我國(guó)現(xiàn)行的大病醫(yī)療救助工作中仍然存在籌資渠道單一、支付補(bǔ)償水平低等問(wèn)題,導(dǎo)致大病救助效果欠佳,大病患者得不到應(yīng)有的救助服務(wù)。本文在概念界定的基礎(chǔ)上,對(duì)大病醫(yī)療救助的特點(diǎn)及分類進(jìn)行初步介紹,在借鑒國(guó)外大病醫(yī)療救助經(jīng)驗(yàn)基礎(chǔ)上,選取了青島、福建等地區(qū)醫(yī)保式大病醫(yī)療救助模式作為研究樣本,學(xué)習(xí)其實(shí)踐經(jīng)驗(yàn),以適合我國(guó)國(guó)情的醫(yī)保式大病醫(yī)療救助籌資支付及管理運(yùn)行模式為主要目標(biāo),建立較為成熟的救助模式。大病醫(yī)療救助模式是在職工基本醫(yī)療保險(xiǎn)和城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)的基礎(chǔ)上,針對(duì)參�；颊咚l(fā)生的大額醫(yī)療費(fèi),建立的以醫(yī)療保險(xiǎn)管理平臺(tái)為載體,以政府投入為主導(dǎo),引入多方社會(huì)資源,實(shí)施多渠道補(bǔ)償?shù)木戎鷻C(jī)制。它是在醫(yī)療保險(xiǎn)基金報(bào)銷部分醫(yī)療費(fèi)的基礎(chǔ)上針對(duì)患有重大疾病患者施行的再次補(bǔ)償性救助。大病醫(yī)療救助政策的實(shí)施,改善了重大疾病患者對(duì)于大額醫(yī)療費(fèi)用支付困難的困境,也體現(xiàn)了國(guó)家對(duì)這部分人的關(guān)懷,全方位提高大病醫(yī)療救助的救助水平。本文的研究結(jié)果改變了以往單一大病醫(yī)療救助模式,為我國(guó)建立科學(xué)性醫(yī)保式大病醫(yī)療救助模式提供了理論支撐,為以后大病醫(yī)療救助政策的制定提供科學(xué)依據(jù)。
[Abstract]:Medical aid for serious diseases has become an important field of population and development in the new century, and has aroused widespread concern from scholars. There are still problems in the current medical assistance for serious diseases in China, such as a single financing channel and a low level of payment and compensation, and so on. Leading to serious disease relief effect is not good, serious disease patients do not receive due relief services. On the basis of the definition of the concept, this paper introduces the characteristics and classification of medical aid for serious diseases, and selects Qingdao for reference from the experience of medical aid for serious diseases abroad. The mode of medical insurance medical aid in Fujian and other areas is taken as a research sample, and its practical experience is studied. The main goal is to set up a more mature medical aid mode, which is suitable for the national conditions of our country and the mode of financing payment and management of the medical assistance for serious diseases is the main objective. The mode of medical assistance for serious illness is based on the basic medical insurance for employees and urban and rural residents, aiming at the large amount of medical expenses incurred by the insured patients, the medical insurance management platform is established as the carrier, and the government input is the leading factor. The introduction of multi-social resources, the implementation of multi-channel compensation relief mechanism. It is on the medical insurance fund reimbursement part of the medical expenses on the basis of patients with major diseases of the re-compensatory assistance. The implementation of the policy of medical assistance for serious diseases has improved the difficult situation for patients with major diseases to pay large medical expenses, and also reflected the care of the state for this part of the population, and improved the level of assistance for medical assistance for serious diseases in an all-round way. The research results of this paper change the former medical aid mode of single major illness, provide theoretical support for the establishment of scientific medical care mode of serious illness in our country, and provide scientific basis for the formulation of medical assistance policy of serious illness in the future.
