【摘要】：近年來(lái)，為了加快我國(guó)現(xiàn)代化農(nóng)業(yè)發(fā)展進(jìn)程，穩(wěn)定農(nóng)業(yè)生產(chǎn)和提高農(nóng)民收入水平，黨中央非常重視政策性農(nóng)業(yè)保險(xiǎn)工作，許多支持農(nóng)業(yè)保險(xiǎn)發(fā)展的政策文件得以陸續(xù)出臺(tái)，各省市也積極響應(yīng)中央的號(hào)召，對(duì)農(nóng)業(yè)保險(xiǎn)工作給以大力扶持。黑龍江省是我們農(nóng)業(yè)大省，也是我國(guó)最主要的糧食生產(chǎn)區(qū)和商品糧基地，在農(nóng)業(yè)發(fā)展的同時(shí)，黑龍江也面臨著非常嚴(yán)峻的自然災(zāi)害考驗(yàn)，春季旱災(zāi)、夏季澇災(zāi)、秋冬的低溫都嚴(yán)重影響了全省糧食的生產(chǎn)。農(nóng)業(yè)生產(chǎn)的自然風(fēng)險(xiǎn)和市場(chǎng)風(fēng)險(xiǎn)的存在勢(shì)必對(duì)農(nóng)業(yè)保險(xiǎn)有著巨大的需要。本文通過(guò)對(duì)黑龍江農(nóng)業(yè)保險(xiǎn)發(fā)展概況，包括其發(fā)展的歷程、主要的成效和發(fā)展過(guò)程中面臨的問(wèn)題進(jìn)行了研究，并通過(guò)借鑒國(guó)內(nèi)外農(nóng)業(yè)保險(xiǎn)成功經(jīng)驗(yàn)，有針對(duì)性的提出對(duì)策建議，進(jìn)一步推動(dòng)黑龍江政策性農(nóng)業(yè)保險(xiǎn)工作的開(kāi)展，推動(dòng)全省農(nóng)業(yè)向現(xiàn)代化農(nóng)業(yè)推進(jìn)，期望本文研究能為黑龍江政策性農(nóng)業(yè)保險(xiǎn)的發(fā)展提供有價(jià)值的參考和借鑒。
[Abstract]:In recent years, in order to speed up the development of modern agriculture in China, stabilize agricultural production and raise the income level of farmers, the CPC Central Committee attaches great importance to the work of policy-based agricultural insurance, and many policy documents supporting the development of agricultural insurance have been issued one after another. Provinces and cities also actively respond to the call of the Central Committee, agricultural insurance work to give strong support. Heilongjiang Province is our major agricultural province, but also the most important grain production area and commodity grain base in our country. At the same time, while agricultural development, Heilongjiang is also facing a very severe test of natural disasters, spring drought, summer flood disaster. The low temperature of autumn and winter has seriously affected the grain production of the whole province. The existence of natural risk and market risk of agricultural production is bound to have a huge need for agricultural insurance. This paper studies the general situation of Heilongjiang agricultural insurance development, including its development course, main effects and problems in the development process, and puts forward countermeasures and suggestions through drawing lessons from the successful experience of agricultural insurance at home and abroad. In order to further promote the development of Heilongjiang policy agricultural insurance and promote the whole province agriculture to modern agriculture, we hope this study can provide valuable reference and reference for the development of Heilongjiang policy agricultural insurance.
