【摘要】："全面二孩"政策的實(shí)施必將通過人口結(jié)構(gòu)的變化對養(yǎng)老保險基金產(chǎn)生影響,借助精算模型研究該政策實(shí)施對城鎮(zhèn)職工基本養(yǎng)老保險統(tǒng)籌基金收支情況的影響,進(jìn)而探尋人口政策改變對解決養(yǎng)老金支付危機(jī)的效果。研究發(fā)現(xiàn),"全面二孩"政策不能推遲統(tǒng)籌基金當(dāng)期結(jié)余出現(xiàn)赤字的時點(diǎn),但有效地緩解了未來基金支付壓力,解決了基礎(chǔ)養(yǎng)老金支付危機(jī),但"全面二孩"政策解決養(yǎng)老金支付危機(jī)的效果需要有一定的配套環(huán)境來支撐,通過進(jìn)一步的參數(shù)敏感性分析發(fā)現(xiàn),參保率和養(yǎng)老金增長率對養(yǎng)老金支付能力的影響更為敏感,而繳費(fèi)率則相對遲緩,說明人口政策的調(diào)整為降低企業(yè)社保繳費(fèi)負(fù)擔(dān)提供了現(xiàn)實(shí)支撐。
[Abstract]:The implementation of the "comprehensive two-child" policy will certainly have an impact on the pension insurance fund through the change of the population structure. The impact of the implementation of the policy on the income and expenditure of the basic old-age insurance fund for urban workers is studied by means of an actuarial model. Then explore the effect of population policy change on solving pension payment crisis. The study found that the "comprehensive two-child" policy could not delay the deficit point of the current balance of the overall fund, but it effectively alleviated the future fund payment pressure and solved the basic pension payment crisis. However, the effect of the "comprehensive two-child" policy to solve the pension payment crisis needs to be supported by a certain supporting environment. Through further parametric sensitivity analysis, it is found that the effect of the rate of participation and the growth rate of pension on the ability of pension payment is more sensitive. The contribution rate is relatively slow, indicating that the adjustment of population policy provides practical support for reducing the burden of social security payment.
