【摘要】：可持續(xù)發(fā)展觀是指既滿足當(dāng)代人需要又不損害后代人滿足其需要的能力的一種發(fā)展觀。它包括三個(gè)方面的內(nèi)容：生態(tài)可持續(xù)、經(jīng)濟(jì)可持續(xù)與社會(huì)可持續(xù)。胡錦濤同志于2003年提出，全面協(xié)調(diào)可持續(xù)是科學(xué)發(fā)展觀的基本要求，也是我國現(xiàn)代化進(jìn)程中貫穿始終的要求。對(duì)于在社會(huì)經(jīng)濟(jì)發(fā)展戰(zhàn)略中占有重要地位的社會(huì)保障制度，它的可持續(xù)發(fā)展也就成為實(shí)現(xiàn)我國社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展的重要條件，因此，引起黨中央的高度重視。 隨著近年來我國城鎮(zhèn)化進(jìn)程的加快，進(jìn)城務(wù)工者逐漸增多，直接導(dǎo)致農(nóng)村人口老齡化現(xiàn)象更為嚴(yán)重。根據(jù)這些現(xiàn)象，國務(wù)院于2009年9月出臺(tái)了《國務(wù)院關(guān)于開展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)的指導(dǎo)意見》，開始實(shí)施“新農(nóng)�！庇靡詽M足農(nóng)民日益增長的養(yǎng)老需求，自此新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的試點(diǎn)工作已經(jīng)在全國10%的縣(市、區(qū))推廣開來。但是，隨著試點(diǎn)工作開展而暴露出的各種問題，研究者們對(duì)于我國選擇新農(nóng)保制度的模式也開始提出質(zhì)疑，新農(nóng)保會(huì)不會(huì)再次重蹈覆轍，走老農(nóng)保的路子，會(huì)不會(huì)實(shí)現(xiàn)與其他社會(huì)養(yǎng)老保險(xiǎn)制度的轉(zhuǎn)制并軌，，會(huì)不會(huì)走出中國特有的發(fā)展路徑，這就需要從可持續(xù)發(fā)展的角度來分析該制度的合理性。 本論文通過探討新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度可持續(xù)發(fā)展的面臨的困境，并通過借鑒國外發(fā)達(dá)國家、發(fā)展中國家促進(jìn)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度可持續(xù)發(fā)展的經(jīng)驗(yàn)，嘗試提出我國新農(nóng)保制度可持續(xù)發(fā)展的推進(jìn)策略，以豐富和完善農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度可持續(xù)發(fā)展的理論體系，為制度的遠(yuǎn)期發(fā)展奠定堅(jiān)實(shí)的理論基礎(chǔ)。
[Abstract]:The concept of sustainable development is a concept of development which not only meets the needs of present generation but also does not damage the ability of future generations to meet their needs. It includes three aspects: ecological sustainability, economic sustainability and social sustainability. Comrade Hu Jintao put forward in 2003 that overall coordination and sustainability are the basic requirements of the scientific development concept and the requirements throughout the modernization process of our country. For the social security system, which plays an important role in the strategy of social and economic development, its sustainable development has become an important condition to realize the sustainable development of social economy in our country. Therefore, the Party Central Committee attaches great importance to it. With the acceleration of urbanization in China in recent years, the number of migrant workers is increasing, which directly causes the aging of the rural population to become more serious. According to these phenomena, in September 2009, the State Council issued the State Council's guidance on the pilot of a new type of rural social old-age insurance, which began to implement "new rural insurance" to meet the increasing needs of farmers for the aged. Since then, the new rural social endowment insurance pilot work has been promoted in 10% of counties (cities, districts). However, with the problems exposed in the pilot work, the researchers began to question the mode of choosing the new rural insurance system in our country. Will the new rural insurance system repeat the same mistake and follow the path of the old rural insurance? Whether we can realize the transformation of pension insurance system with other social systems, and whether we will walk out of the unique development path of China, we need to analyze the rationality of the system from the perspective of sustainable development. This paper discusses the difficulties faced by the sustainable development of the new rural social endowment insurance system, and the experience of promoting the sustainable development of the rural social old-age insurance system in the developing countries through learning from the developed countries. In order to enrich and perfect the theoretical system of the sustainable development of the rural social endowment insurance system and lay a solid theoretical foundation for the long-term development of the system, this paper tries to put forward the promotion strategy of sustainable development of the new rural insurance system in China.
