【摘要】：我國(guó)養(yǎng)老保險(xiǎn)多軌制的問(wèn)題由來(lái)已久,不同的保障群體被不同的養(yǎng)老保險(xiǎn)制度所覆蓋,養(yǎng)老保險(xiǎn)待遇差異引發(fā)社會(huì)輿論廣泛爭(zhēng)議。近兩年來(lái),我國(guó)進(jìn)行了兩次對(duì)多軌制養(yǎng)老保險(xiǎn)制度的改革：將城鎮(zhèn)居民養(yǎng)老保險(xiǎn)與新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)合并為統(tǒng)一的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)；對(duì)機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)進(jìn)行改革,以與城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)相統(tǒng)一。然而,一項(xiàng)制度的成熟完善需要經(jīng)過(guò)不斷的效果評(píng)價(jià)、發(fā)現(xiàn)問(wèn)題再到改進(jìn)制度的反復(fù)過(guò)程。如果只是針對(duì)特定問(wèn)題“頭疼醫(yī)頭,腳疼醫(yī)腳”,缺乏一般抽象價(jià)值的引導(dǎo),政策制定則難以長(zhǎng)期有效。從價(jià)值性評(píng)估的標(biāo)準(zhǔn)出發(fā),本文提出社會(huì)保障政策制定的“一般規(guī)則”,隨后將一般規(guī)則與我國(guó)多軌制養(yǎng)老保險(xiǎn)改革的現(xiàn)狀相結(jié)合。主要分為四個(gè)方面：第一，，探討一般規(guī)則的理論基礎(chǔ),內(nèi)涵及意義,明確“一般規(guī)則”作為評(píng)估尺度的三個(gè)維度；第二,分析多軌制養(yǎng)老保險(xiǎn)制度形成的歷史過(guò)程,國(guó)家層面兩次對(duì)多軌制養(yǎng)老保險(xiǎn)制度改革的原因及目前我國(guó)多軌制養(yǎng)老保險(xiǎn)改革后的現(xiàn)狀；第三,從“一般規(guī)則”的三個(gè)維度出發(fā)對(duì)我國(guó)多軌制養(yǎng)老保險(xiǎn)改革后的現(xiàn)狀進(jìn)行評(píng)估；第四,根據(jù)評(píng)估結(jié)果,同時(shí)結(jié)合一般規(guī)則的價(jià)值理念,提出未來(lái)我國(guó)養(yǎng)老保險(xiǎn)制度改革的原則、思路及實(shí)現(xiàn)路徑：設(shè)立非繳費(fèi)型國(guó)民養(yǎng)老金制度、完善職業(yè)年金與企業(yè)年金政策、降低養(yǎng)老保險(xiǎn)繳費(fèi)率。
[Abstract]:The problem of multi-track pension insurance system in China has a long history, different groups are covered by different pension insurance system, and the difference of pension insurance treatment has caused widespread controversy in the public opinion. In the past two years, China has carried out two reforms to the multi-system old-age insurance system: combining urban and rural residents' old-age insurance with the new rural social old-age insurance into a unified pension insurance for urban and rural residents; To carry on the reform to the organ institution endowment insurance, in order to unify with the urban worker basic endowment insurance. However, the maturity and perfection of a system requires continuous evaluation of the effect, finding the problem and then the repeated process of improving the system. If we only aim at specific problems, such as headache, foot and foot, without the guidance of general abstract value, policy formulation will be difficult to be effective in the long run. Based on the criteria of value evaluation, this paper puts forward the "general rules" of social security policy, and then combines the general rules with the current situation of the reform of multi-track pension insurance in China. It is mainly divided into four aspects: first, the theoretical basis, connotation and significance of the general rules are discussed, and the three dimensions of "general rules" as the evaluation scale are defined; Second, it analyzes the historical process of the formation of the multi-track pension insurance system, the reasons for the reform of the multi-track pension insurance system twice at the national level, and the current situation after the reform of the multi-track pension insurance system in China. Third, from the "general rules" of the three dimensions of China's multi-track pension insurance reform after the status quo is evaluated; Fourth, according to the evaluation results, combined with the general rules of the value concept, put forward the future of China's pension system reform principles, ideas and ways to achieve: to establish a non-contributory national pension system, Improve occupational annuity and enterprise annuity policy, reduce endowment insurance contribution rate.
