【摘要】：近年來,江蘇省競技體育取得了巨大成就。為保證競技體育的可持續(xù)發(fā)展,保障優(yōu)秀運動員切身利益,必然要求高度重視并切實加強運動員社會保障工作。黨的十八屆三中全會明確提出要推進機關事業(yè)單位養(yǎng)老保險制度改革,加快健全社會保障管理體制和經辦服務體系。社會保險是社會保障的核心內容,加強優(yōu)秀運動員社會保險體系建設勢在必行。本文借鑒相關研究成果,采用理論研究與調查研究相結合的方法,首先根據(jù)優(yōu)秀運動員特點,結合社會保障理論,分析了江蘇省優(yōu)秀運動員社會保障體系建設現(xiàn)狀和存在的問題。然后通過實證研究,歸納出4個方面的問題,包括社會保險險種不全、一體化程度不高,優(yōu)秀運動員工資性收入較低,財力人力投入不足,運動員自身重視程度不夠等。最后針對問題提出對策和建議：推進優(yōu)秀運動員社會保險體系一體化建設、加快實施優(yōu)秀運動員績效工資、開源節(jié)流多渠道籌集資金、加強體育系統(tǒng)行業(yè)性保障、強化經辦機構和人員力量。本文的創(chuàng)新之處：當前對事業(yè)單位社會保險體系,尤其是其中的優(yōu)秀運動員社會保險體系建設的研究較少,而且已有的研究多是關注社會保障總體方面,而不是社會保險。本論文從優(yōu)秀運動員社會保險體系建設角度進行研究,能夠在一定程度上彌補這一領域的研究空白。同時,本論文所提出的對策建議,有助于完善運動員保障工作,有助于保護優(yōu)秀運動員切身利益,有助于為江蘇省體育行政管理部門科學決策提供參考,具有較強的實踐意義。
[Abstract]:In recent years, Jiangsu Province competitive sports has made great achievements. In order to ensure the sustainable development of competitive sports and protect the vital interests of elite athletes, it is necessary to attach great importance to and strengthen the social security work of athletes. The third Plenary session of the 18th CPC Central Committee explicitly proposed to promote the reform of the old-age insurance system in the organs and institutions, and to speed up the improvement of the social security management system and the administrative service system. Social insurance is the core content of social security. It is imperative to strengthen the construction of social insurance system for elite athletes. Based on the relevant research results, this paper uses the method of combining theoretical research with investigation and research, first of all, according to the characteristics of elite athletes, combined with the social security theory, This paper analyzes the present situation and existing problems of the construction of social security system for outstanding athletes in Jiangsu Province. Then through the empirical research, we conclude four problems, including the social insurance is not complete, the degree of integration is not high, the income of excellent athletes is low, the financial resources and manpower investment is insufficient, and the athletes themselves pay less attention. Finally, the countermeasures and suggestions are put forward: to promote the integration of excellent athletes' social insurance system, to speed up the implementation of outstanding athletes' performance wages, to increase revenue and reduce expenditure through various channels to raise funds, and to strengthen the industry security of the sports system. Strengthen administrative organizations and personnel strength. The innovation of this paper: at present, there are few researches on the social insurance system of institutions, especially on the construction of the excellent athletes' social insurance system, and most of the existing studies focus on the overall aspect of social security, not on social insurance. From the perspective of the construction of excellent athletes' social insurance system, this paper can make up the research gaps in this field to a certain extent. At the same time, the countermeasures and suggestions put forward in this paper are helpful to improve the protection of athletes, to protect the vital interests of outstanding athletes, to provide a reference for the scientific decision-making of sports administrative departments in Jiangsu Province, and to have a strong practical significance.
