【摘要】：良性運(yùn)行和可持續(xù)發(fā)展是中國特色基本養(yǎng)老保險(xiǎn)制度自信的源泉。我國三類基本養(yǎng)老保險(xiǎn)制度均已實(shí)現(xiàn)制度全覆蓋,目前已進(jìn)入改革完善期,亟需科學(xué)合理的理念做指導(dǎo),逐步發(fā)展為具有中國特色的更加公平更可持續(xù)的養(yǎng)老保險(xiǎn)制度。文章分別對三項(xiàng)基本養(yǎng)老保險(xiǎn)制度現(xiàn)狀進(jìn)行簡要概述,以效率優(yōu)先、更加注重公平為理念指導(dǎo),以三項(xiàng)制度可持續(xù)性面臨的挑戰(zhàn)為突破口,通過提高統(tǒng)籌層次,明晰財(cái)政責(zé)任,厘清轉(zhuǎn)制成本的方式,完善各項(xiàng)基本養(yǎng)老保險(xiǎn)制度。最后,文章指出應(yīng)采取公平優(yōu)先的理念,逐步縮小制度間差距,實(shí)現(xiàn)三項(xiàng)制度逐步整合統(tǒng)一是中國特色養(yǎng)老保險(xiǎn)制度未來的發(fā)展方向。
[Abstract]:Benign operation and sustainable development are the source of confidence in the basic endowment insurance system with Chinese characteristics. The three basic old-age insurance systems in China have been fully covered and have entered a period of reform and perfection. It is in urgent need of scientific and reasonable ideas to guide them and gradually develop into a more equitable and sustainable old-age insurance system with Chinese characteristics. The article gives a brief overview of the current situation of the three basic old-age insurance systems, takes efficiency first, pays more attention to fairness as the idea guide, takes the challenge of sustainability of the three systems as the breakthrough point, through raising the overall planning level, clarifies the financial responsibility. Clarify the cost of the transformation of the way, improve the basic old-age insurance system. Finally, the paper points out that the future development direction of the pension insurance system with Chinese characteristics is to adopt the idea of fair priority, to gradually narrow the gap between systems and to realize the gradual integration and unification of the three systems.
