【摘要】：隨著城鄉(xiāng)差距的擴(kuò)大與醫(yī)療保險(xiǎn)的剛性需求增加,構(gòu)建城鄉(xiāng)一體、區(qū)域統(tǒng)籌的醫(yī)療保險(xiǎn)制度已經(jīng)成為我國醫(yī)療保障體系改革和發(fā)展的重要方向。本文試圖從上海城鄉(xiāng)居民醫(yī)療保險(xiǎn)的整合實(shí)踐出發(fā),以城鄉(xiāng)醫(yī)保制度整合模式所面臨的結(jié)構(gòu)性困境為主線,探討城鄉(xiāng)居民醫(yī)療保險(xiǎn)的核心理念和策略選擇。本文認(rèn)為,在城鄉(xiāng)與區(qū)域差異較大的背景下,需要秉承以公平性、普惠性、開放性為核心的理念,通過多元優(yōu)化、主體協(xié)同、共建共享的實(shí)踐策略,穩(wěn)步推進(jìn)醫(yī)療保障制度的整合,構(gòu)建城鄉(xiāng)居民醫(yī)療保險(xiǎn)新型模式。這既是完善社會保障體系的需要,也是讓社會成員共享經(jīng)濟(jì)社會發(fā)展的有效途徑。
[Abstract]:With the expansion of the gap between urban and rural areas and the increase of the rigid demand for medical insurance, the construction of urban and rural integration, the regional overall medical insurance system has become an important direction of reform and development of the medical security system in China. Based on the practice of the integration of urban and rural residents' medical insurance in Shanghai, this paper attempts to discuss the core idea and strategic choice of urban and rural residents' medical insurance by taking the structural predicament of the integration mode of urban and rural medical insurance system as the main line. In this paper, under the background of great difference between urban and rural areas, we need to uphold the concept of fairness, inclusiveness and openness as the core, through multiple optimization, subject coordination, co-construction and sharing of practical strategies. We will steadily promote the integration of the medical security system and construct a new model of medical insurance for urban and rural residents. This is not only the need to perfect the social security system, but also an effective way for the social members to share the economic and social development.
