【摘要】：我國(guó)社會(huì)保險(xiǎn)制度自20世紀(jì)50年代建立以來(lái)歷經(jīng)半個(gè)多世紀(jì)，幾經(jīng)變遷后其發(fā)展階段大致可分為“傳統(tǒng)體制”階段和調(diào)整、改革階段。2010年出臺(tái)了《中華人民共和國(guó)社會(huì)保險(xiǎn)法》，其中就我國(guó)公民社會(huì)保險(xiǎn)相關(guān)利益權(quán)力保障機(jī)制、社會(huì)保險(xiǎn)制度的建立健全以及在何等情況下取得相應(yīng)社會(huì)援助的問(wèn)題作了確切說(shuō)明。 目前，我國(guó)尚未建立統(tǒng)一的機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度，有的地區(qū)實(shí)行的是繳費(fèi)投保制，而有的地方實(shí)行的是財(cái)政包攬制；亦或是有的崗位實(shí)行的是五險(xiǎn)一金繳費(fèi)制，而有的崗位享受著高額的公費(fèi)醫(yī)療。隨著我國(guó)社會(huì)經(jīng)濟(jì)轉(zhuǎn)型的日益深化，機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度的改革也勢(shì)在必行。由于機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度是構(gòu)成社會(huì)保險(xiǎn)制度的重要組成部分，對(duì)其進(jìn)行研究不僅有利于促進(jìn)社會(huì)更加公平公正等實(shí)際問(wèn)題的解決，緩解財(cái)政壓力，而且有利于充實(shí)理論方面的研究。 首先通過(guò)對(duì)有關(guān)社會(huì)保險(xiǎn)制度理論的介紹和分析，為后文有關(guān)機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度研究提供理論支撐。其次對(duì)我國(guó)機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度的歷史沿革，進(jìn)行了詳盡闡述，并對(duì)其現(xiàn)狀進(jìn)行了描述，現(xiàn)行制度所存在的問(wèn)題不僅是歷史遺留因素造成的，相關(guān)法制建設(shè)的不完善、單位改制與其社會(huì)保險(xiǎn)制度改革的不同步都阻礙著機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度的改革進(jìn)程。再次通過(guò)對(duì)國(guó)外有關(guān)國(guó)家公共雇員社會(huì)保險(xiǎn)制度的先進(jìn)經(jīng)驗(yàn)的介紹，，為我國(guó)機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度的改革提供經(jīng)驗(yàn)借鑒。最后結(jié)合我國(guó)實(shí)情，借鑒國(guó)外有關(guān)國(guó)家的先進(jìn)經(jīng)驗(yàn)提出了深化機(jī)關(guān)、事業(yè)單位社會(huì)保險(xiǎn)制度的改革，啟動(dòng)其并軌制的政策建議。
[Abstract]:After more than half a century since the establishment of the social insurance system in the 1950s, the development stage of the social insurance system can be roughly divided into "traditional system" stage and adjustment after several changes. In 2010, the "Law on Social Insurance of the people's Republic of China" was promulgated, in which the mechanism for safeguarding the rights and interests related to civil social insurance in China, The establishment and perfection of the social insurance system and the conditions under which the corresponding social assistance should be obtained are precisely explained. At present, China has not yet established a unified organ, a social insurance system for public institutions. In some areas, the contributory insurance system has been implemented, while in some places the system of financial contracting has been implemented; or some posts have implemented the system of payment by social insurance and house fund. And some posts enjoy high public health care. With the deepening of social and economic transformation, the reform of social insurance system is imperative. As the social insurance system of the organs and institutions is an important part of the social insurance system, the study of it is not only conducive to the solution of practical problems, such as more fair and equitable society, but also alleviates the financial pressure. Moreover, it is beneficial to enrich the theoretical research. First of all, through the introduction and analysis of the theory of social insurance system, it provides theoretical support for the later research on social insurance system of relevant organs and institutions. Secondly, the historical evolution of the social insurance system of our country's organs and institutions is elaborated in detail, and its present situation is described. The problems existing in the present system are not only caused by historical factors, but also by the imperfections of the related legal system construction. The reform of unit system and its social insurance system are not in step with the reform process of social insurance system of institutions and institutions. Through the introduction of the advanced experience of the national public employee social insurance system in foreign countries, this paper provides experience for the reform of the social insurance system of our country's organs and institutions. Finally, based on the actual situation of our country and drawing on the advanced experience of foreign countries, this paper puts forward some policy suggestions on deepening the reform of the social insurance system of the institutions and institutions, and initiating the system of parallel system.
