【摘要】：2009年我國(guó)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)工作正式啟動(dòng)，河北省于2009年11月確立了首批試點(diǎn)縣（市、區(qū)）。河北省作為傳統(tǒng)的農(nóng)業(yè)大省，農(nóng)村人口眾多，人口年齡結(jié)構(gòu)失衡，經(jīng)濟(jì)發(fā)展不平衡，使得河北省迫切需要實(shí)施并擴(kuò)展新農(nóng)保的覆蓋面，運(yùn)用現(xiàn)代社會(huì)保障制度與傳統(tǒng)的土地保障、家庭保障相結(jié)合，更好地保障農(nóng)村老年人的養(yǎng)老需要。 本文主要分析河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)實(shí)施的現(xiàn)狀，分析河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面中面臨的問(wèn)題，保障河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面的有效實(shí)施，使農(nóng)民實(shí)現(xiàn)老有所養(yǎng)。通過(guò)分析河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面中面臨的問(wèn)題，提出解決對(duì)策，使河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)又快又好的穩(wěn)步發(fā)展，保障河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面的有效進(jìn)行，使農(nóng)民沒(méi)有后顧之憂。并通過(guò)對(duì)策實(shí)施推動(dòng)河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面的進(jìn)行，進(jìn)一步促進(jìn)河北省新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的全覆蓋，確保農(nóng)民基本生活，推動(dòng)農(nóng)民減貧和逐步縮小城鄉(xiāng)差距。 本文研究新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面進(jìn)程中的問(wèn)題主要包括以下幾個(gè)方面：政府宣傳不到位，農(nóng)民的參保意愿難以維持；養(yǎng)老金待遇偏低，對(duì)農(nóng)民缺乏持久吸引力；農(nóng)村養(yǎng)老保險(xiǎn)體系“碎片化”嚴(yán)重，制度銜接難度增加；基層管理服務(wù)體系不健全，管理能力嚴(yán)重不足；新農(nóng)保捆綁條例不可取，影響農(nóng)民參保積極性。并在文章最后針對(duì)河北省新農(nóng)保擴(kuò)面進(jìn)程中存在的問(wèn)題提出相應(yīng)的解決對(duì)策，主要包括：加強(qiáng)對(duì)新農(nóng)保制度的宣傳，使其深入人心；因地制宜保證集體補(bǔ)助，保障農(nóng)民養(yǎng)老需求；增加政府財(cái)政投入，，提高養(yǎng)老金替代率；加快制度銜接機(jī)制，實(shí)現(xiàn)與其他制度的有效銜接；完善服務(wù)體系，提升整體服務(wù)體系；取消捆綁條例，提高農(nóng)民參保積極性；借鑒國(guó)外經(jīng)驗(yàn)，完善我國(guó)新農(nóng)保制度等。
[Abstract]:In 2009, the pilot work of new rural social endowment insurance was officially launched, and Hebei Province established the first pilot counties (cities, districts) in November 2009. As a traditional agricultural province, Hebei Province has a large rural population, an unbalanced population age structure and an unbalanced economic development, which makes Hebei urgently need to implement and expand the coverage of new rural insurance. By using modern social security system and traditional land security and family security, the old-age needs of the elderly in rural areas can be better protected. This paper mainly analyzes the status quo of the pilot implementation of the new rural social endowment insurance in Hebei Province, analyzes the problems faced in the expansion of the new rural social old-age insurance in Hebei Province, and guarantees the effective implementation of the new rural social old-age insurance in Hebei Province. Enable farmers to achieve a sense of security. By analyzing the problems in the expansion of the new rural social old-age insurance in Hebei Province, the author puts forward some countermeasures to make the new rural social old-age insurance in Hebei develop steadily and quickly. To ensure the effective expansion of the new rural social endowment insurance in Hebei Province, so that farmers have no worries. And through the implementation of countermeasures to promote the expansion of the new rural social endowment insurance in Hebei Province, further promote the new rural old-age insurance coverage, ensure the basic life of farmers, promote poverty reduction and gradually reduce the gap between urban and rural areas. This paper studies the problems in the process of expanding the new rural social endowment insurance, including the following aspects: the government propaganda is not in place, the farmers' willingness to participate in insurance is difficult to maintain, the pension treatment is low, lack of lasting attraction to farmers; The rural old-age insurance system is "fragmented" and difficult to link up; the grass roots management service system is not perfect and the management ability is seriously insufficient; the new rural insurance binding regulation is not desirable, which affects the enthusiasm of farmers to participate in insurance. At the end of the article, the author puts forward the corresponding solutions to the problems existing in the process of expanding the new rural insurance system in Hebei Province, including: strengthening the propaganda of the new rural insurance system, making it deeply rooted in the hearts of the people; ensuring collective subsidies according to local conditions. To ensure the farmers' demand for the aged; to increase the government financial input and raise the pension replacement rate; to speed up the institutional linkage mechanism and realize the effective linkage with other systems; to perfect the service system and to upgrade the overall service system; and to abolish the binding regulations. Improve the enthusiasm of farmers to participate in insurance; learn from foreign experience, improve our new rural insurance system.
