【摘要】：農(nóng)業(yè)保險(xiǎn)補(bǔ)貼是推動(dòng)農(nóng)業(yè)保險(xiǎn)發(fā)展的有效途徑,但是在實(shí)行農(nóng)業(yè)保險(xiǎn)政府補(bǔ)貼的過程中,本文通過分析發(fā)現(xiàn)政府財(cái)政補(bǔ)貼在效用及影響方面存在著不足。這種不足主要表現(xiàn)在提高參保率的作用有限、減低了保險(xiǎn)公司的風(fēng)險(xiǎn)責(zé)任、以及抑制道德風(fēng)險(xiǎn)與逆向選擇的局限性等各方面。結(jié)合國外經(jīng)驗(yàn),我們認(rèn)為只有完善政府補(bǔ)貼政策框架、加強(qiáng)法律法規(guī)建設(shè)、積極推動(dòng)農(nóng)業(yè)保險(xiǎn)走向金融市場(chǎng),開辟多項(xiàng)資金來源,才能有效地發(fā)揮農(nóng)業(yè)保險(xiǎn)的保障功效,促進(jìn)政府補(bǔ)貼政策的順利實(shí)施。
[Abstract]:Agricultural insurance subsidy is an effective way to promote the development of agricultural insurance. However, in the process of implementing agricultural insurance government subsidy, this paper finds that the government financial subsidy has some shortcomings in utility and influence. This deficiency is mainly reflected in the limited effect of increasing the rate of insurance participation, reducing the risk responsibility of insurance companies, and restraining the limitation of moral hazard and adverse selection, and so on. Combining with foreign experience, we believe that only by perfecting the framework of government subsidy policy, strengthening the construction of laws and regulations, actively promoting agricultural insurance to the financial market, and opening up a number of sources of funds, can we effectively exert the safeguard effect of agricultural insurance. To promote the smooth implementation of the government subsidy policy.
