【摘要】：我國(guó)新型農(nóng)村社會(huì)基本養(yǎng)老保險(xiǎn)制度的實(shí)施，較好地解決了低收入群體、困難群體、失去就業(yè)能力群體的社會(huì)養(yǎng)老保障問(wèn)題，探索出了一條順應(yīng)時(shí)代發(fā)展的農(nóng)村養(yǎng)老新路子，但在實(shí)際應(yīng)用過(guò)程中，農(nóng)村養(yǎng)老保險(xiǎn)制度仍存在不同程度的問(wèn)題。本文通過(guò)系統(tǒng)整理國(guó)內(nèi)外相關(guān)研究成果，，借鑒國(guó)內(nèi)外農(nóng)村養(yǎng)老保險(xiǎn)的成功做法和經(jīng)驗(yàn)，并以青島市城陽(yáng)區(qū)新型農(nóng)村養(yǎng)老保險(xiǎn)為研究對(duì)象，總結(jié)該地區(qū)在農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度改革方面的具體措施、實(shí)踐成效、存在的問(wèn)題，對(duì)比其應(yīng)用方案與國(guó)家平均水平之間的差異，并提出符合地區(qū)實(shí)際情況的改革發(fā)展建議，為國(guó)家其他地區(qū)農(nóng)村養(yǎng)老保險(xiǎn)制度的完善提供參考。
[Abstract]:The implementation of the basic old-age insurance system in China's new rural society has solved the problem of social old-age security for low-income groups, difficult groups and those who have lost their employability, and has explored a new way for rural old-age support to adapt to the development of the times. However, in the process of practical application, there are still some problems in rural old-age insurance system. This paper systematically collates the relevant research results at home and abroad, draws lessons from the successful practices and experiences of rural old-age insurance at home and abroad, and takes the new-type rural old-age insurance in Chengyang District of Qingdao as the research object. This paper summarizes the concrete measures, practical results, existing problems in the reform of the rural social old-age insurance system in this area, compares the difference between its application scheme and the national average level, and puts forward some suggestions for reform and development in line with the actual situation of the region. To provide reference for the improvement of rural endowment insurance system in other areas of the country.
