【摘要】：家畜保險(xiǎn)作為近代農(nóng)業(yè)保險(xiǎn)的重要組成部分,在農(nóng)民家庭和國民經(jīng)濟(jì)發(fā)展中具有重要地位,因而民國時(shí)期得到了優(yōu)先推廣。南京國民政府不僅頒布了家畜保險(xiǎn)的法規(guī)和具體政策,而且還直接介入家畜保險(xiǎn)事業(yè)的推進(jìn),形成了政府主導(dǎo)的推進(jìn)模式。但家畜保險(xiǎn)作為一種新興的經(jīng)濟(jì)制度,起初農(nóng)民對其并不認(rèn)同。然而,隨著政府宣傳和農(nóng)民從家畜保險(xiǎn)中獲得實(shí)實(shí)在在的利益,他們也逐漸改變了態(tài)度,家畜保險(xiǎn)的推行變得相對順利。通過對南京國民政府家畜保險(xiǎn)研究,我們從中可以認(rèn)識到,在民眾還未充分認(rèn)識到農(nóng)業(yè)保險(xiǎn)必要性的時(shí)候,充分利用政府組織來推進(jìn)農(nóng)業(yè)保險(xiǎn)是當(dāng)代中國政府可以借鑒的重要方式。
[Abstract]:As an important part of modern agricultural insurance, domestic animal insurance has an important position in the development of farmers' families and national economy. Therefore, the national government has given priority to promotion in the period of the Republic of China. The Nanjing national government has not only promulgated the regulations and specific policies of domestic animal insurance, but also directly involved in the promotion of livestock insurance, which has led to the government's leading role. But as a new economic system, domestic animal insurance, as a new economic system, did not agree with the farmers at first. However, with the government's propaganda and farmers' real benefits from domestic animal insurance, they have gradually changed their attitude. The implementation of livestock insurance has become relatively smooth. Through the study of livestock insurance in Nanjing national government, we are from It can be recognized that, when the people have not fully realized the necessity of agricultural insurance, it is an important way for the contemporary Chinese government to make full use of government organizations to promote agricultural insurance.
