【摘要】：城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度是我國社會(huì)養(yǎng)老保險(xiǎn)制度的主體,是我國社會(huì)養(yǎng)老保障體系得以健全的支柱,是我國社會(huì)保障制度現(xiàn)代化建設(shè)的重要內(nèi)容。隨著河北省南和縣經(jīng)濟(jì)和社會(huì)的不斷發(fā)展,逐步實(shí)現(xiàn)城鎮(zhèn)職工社會(huì)養(yǎng)老保險(xiǎn)制度均等化勢成必然。十八大以來,實(shí)現(xiàn)基本公共服務(wù)均等化是當(dāng)前各級(jí)政府改革的重要實(shí)踐目標(biāo)。而城鎮(zhèn)職工養(yǎng)老保險(xiǎn)是基本公共服務(wù)的重要組成部分。南和縣作為河北省的一個(gè)普通縣級(jí)單位,又應(yīng)當(dāng)如何改革現(xiàn)行城鎮(zhèn)職工養(yǎng)老保險(xiǎn)管理體系,而這將會(huì)對(duì)推動(dòng)河北省基層政府治理現(xiàn)代化,同時(shí)也顯現(xiàn)出其所具有的實(shí)踐意義。本文首先從公共服務(wù)均等化和社會(huì)養(yǎng)老保險(xiǎn)均等化建立的理論依據(jù)入手,運(yùn)用文獻(xiàn)資料、案例規(guī)范分析等方法對(duì)社會(huì)養(yǎng)老保險(xiǎn)的公共產(chǎn)品屬性、公平正義性及城鎮(zhèn)職工養(yǎng)老保險(xiǎn)的內(nèi)涵、分類以及核心內(nèi)容進(jìn)行了分析。進(jìn)而梳理了國外發(fā)達(dá)國家和發(fā)展中國家對(duì)其社會(huì)養(yǎng)老保險(xiǎn)制度與發(fā)展模式,以此來為河北省南和縣城鎮(zhèn)職工養(yǎng)老保險(xiǎn)實(shí)現(xiàn)均等化過程提供經(jīng)驗(yàn)的借鑒。同時(shí)通過厘清河北省南和縣現(xiàn)行城鎮(zhèn)職工養(yǎng)老保險(xiǎn)工作現(xiàn)狀,還揭示了南和縣城鎮(zhèn)職工養(yǎng)老保險(xiǎn)過程中所存在基金缺口、個(gè)人賬戶空賬運(yùn)行、養(yǎng)老保險(xiǎn)覆蓋面等問題與困境,進(jìn)而對(duì)其在資金來源渠道、不同階層保險(xiǎn)的差異性、城鄉(xiāng)“二元制”的設(shè)計(jì)等維度內(nèi)容進(jìn)行了成因分析。為此,筆者通過整合養(yǎng)老保險(xiǎn)的現(xiàn)行制度;規(guī)范個(gè)人賬戶;積極做好養(yǎng)老保險(xiǎn)的宣傳工作;提高政府的財(cái)政補(bǔ)貼水平;拓寬參保輻射面與資源等實(shí)踐路徑,以便于改善南和縣城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)的發(fā)展困境,提升南和縣基本公共服務(wù)的均等化水平,旨在進(jìn)一步地推進(jìn)南和縣公共服務(wù)治理現(xiàn)代化進(jìn)程,最終實(shí)現(xiàn)南和縣的“四個(gè)全面”建設(shè)。
[Abstract]:The old-age insurance system for urban workers is the main body of the social old-age insurance system in China. It is the pillar of the improvement of the social old-age security system in our country and the important content of the modernization construction of the social security system in our country. With the development of economy and society in Nanhe County of Hebei Province, it is inevitable to realize the equalization of social old-age insurance system for urban workers. Since the 18th National Congress, the realization of equalization of basic public services is an important practical goal of the current government reform at all levels. And urban worker endowment insurance is the important component of basic public service. As an ordinary county unit in Hebei Province, Nanhe County should reform the current management system of urban workers' old-age insurance, which will promote the modernization of the grass-roots government in Hebei Province, and at the same time, it also shows its practical significance. This paper begins with the theoretical basis of the equalization of public service and social old-age insurance, and applies the methods of literature and case analysis to the attribute of public products of social old-age insurance. Fair justice and the connotation, classification and core contents of urban employee pension insurance are analyzed. Then combing the developed countries and developing countries to its social endowment insurance system and development model, so as to provide experience for the process of realizing the equalization of urban workers' pension insurance in Nanhe County of Hebei Province. At the same time, by clarifying the current situation of urban workers' old-age insurance in Nanhe County, Hebei Province, it also reveals the problems and difficulties in the process of urban workers' pension insurance in Nanhe County, such as fund gap, empty account operation of individual accounts, coverage of pension insurance, etc. Then it analyzes the origin of the source of funds, the difference of different class insurance, the design of urban-rural dual system and so on. Therefore, by integrating the current system of old-age insurance; standardizing personal accounts; actively doing the propaganda work of old-age insurance; improving the level of government financial subsidies; widening the radiation surface and resources, etc. In order to improve the plight of the development of basic old-age insurance for urban workers in Nanhe County and to raise the level of equalization of basic public services in Nanhe County, the aim is to further promote the modernization process of the governance of public services in Nanhe County. Finally, the "four-round" construction of Nanhe County was realized.
