【摘要】：上海市城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)實(shí)行統(tǒng)賬結(jié)合的基金管理模式。近年來(lái),上海市城鎮(zhèn)職工醫(yī)保基金收支增加,基金結(jié)余逐年上漲,且大多集中在醫(yī)保個(gè)人賬戶。從總體來(lái)看,絕大多數(shù)參保人醫(yī)保個(gè)人賬戶均有結(jié)余,但結(jié)余金額不高,1 000元以下占52.3%。從年齡段劃分來(lái)看,醫(yī)保個(gè)人賬戶基金主要集中在30歲以上的在職人群。醫(yī)�；鹩捎谄涮厥庑�,主要通過(guò)銀行活、定期存款以及國(guó)債等進(jìn)行保值,與物價(jià)指數(shù)相比存在貶值,某種程度上未能充分發(fā)揮個(gè)人賬戶的個(gè)人屬性。建議通過(guò)家庭共濟(jì)、購(gòu)買補(bǔ)充醫(yī)療保險(xiǎn)等途徑探索醫(yī)保個(gè)人賬戶的使用功能,同時(shí)拓寬醫(yī)保個(gè)人賬戶基金保值增值的渠道。
[Abstract]:The basic medical insurance of urban workers in Shanghai implements the fund management model of the combination of unified accounting. In recent years, the income and expenditure of medical insurance fund for urban workers in Shanghai has increased, the fund balance has increased year by year, and most of them are concentrated in the personal account of medical insurance. Overall, the vast majority of insured health insurance personal account has a balance, but the balance amount is not high, less than 1,000 yuan accounts for 52.3. From the age division, the health insurance personal account fund is mainly concentrated in the 30-year-old working population. Because of its particularity, medical insurance fund keeps its value mainly through bank life, time deposit and national debt, which devalues compared with the price index, and fails to give full play to the personal attribute of individual account to some extent. It is suggested to explore the use function of the personal account of medical insurance by means of family solidarity and purchase of supplementary medical insurance, and to broaden the channels of maintaining and increasing the value of the personal account of medical insurance at the same time.
