【摘要】：工傷保險(xiǎn)制度在社會(huì)保障制度中有著非常重要的地位,工傷預(yù)防為工傷保險(xiǎn)制度的三種基本功能之一,同時(shí)也是踐行此項(xiàng)社會(huì)保障制度最為根本的需要和最為重要的準(zhǔn)則。 當(dāng)下,中國(guó)經(jīng)濟(jì)的發(fā)展速度較快,工傷預(yù)防工作不斷得到改進(jìn),但工傷事故發(fā)生率仍較高,職業(yè)病危害也日趨嚴(yán)重,重特大事故時(shí)有發(fā)生。所以我們必須充分認(rèn)識(shí)工傷預(yù)防工作的重要性和緊迫性,從根本上改變我國(guó)“重待遇,輕預(yù)防”的處理工傷事故補(bǔ)償模式,加強(qiáng)工傷事故預(yù)防和職業(yè)病的預(yù)防和治療,把職業(yè)傷害的事故發(fā)生之后的善后事情處理好,從而提升工傷保險(xiǎn)行業(yè)的水平,維護(hù)社會(huì)公平和社會(huì)穩(wěn)定。 本文首先通過分析莊河市工傷預(yù)防的現(xiàn)狀及其存在的問題；其次,運(yùn)用經(jīng)濟(jì)學(xué)線性回歸模型對(duì)工傷保險(xiǎn)中工傷預(yù)防實(shí)施的可行性進(jìn)行研究,并結(jié)合發(fā)達(dá)國(guó)家的工傷預(yù)防案例和成功經(jīng)驗(yàn),加以闡述；最后,對(duì)莊河市工傷預(yù)防的實(shí)施提出切實(shí)可行的對(duì)策建議,旨在為莊河市工傷預(yù)防提供施政參考。
[Abstract]:The industrial injury insurance system has a very important position in the social security system. Industrial injury prevention is one of the three basic functions of the industrial injury insurance system, and it is also the most fundamental need and the most important criterion to practice the social security system. At present, China's economy is developing rapidly, and the prevention of industrial injuries has been improved constantly, but the incidence of industrial accidents is still relatively high, occupational disease hazards are becoming more and more serious, and serious accidents occur from time to time. Therefore, we must fully understand the importance and urgency of the work of industrial injury prevention, fundamentally change the compensation mode of dealing with industrial accidents in our country, which emphasizes treatment rather than prevention, and strengthen the prevention of industrial accidents and the prevention and treatment of occupational diseases. In order to improve the level of industrial injury insurance industry and maintain social equity and social stability, we should deal with the aftermath of occupational injury accidents. Firstly, this paper analyzes the present situation and existing problems of industrial injury prevention in Zhuanghe City. Secondly, the feasibility of industrial injury prevention in industrial injury insurance is studied by using the linear regression model of economics. Combined with the cases and successful experiences of industrial injury prevention in developed countries, this paper expounds the practical countermeasures and suggestions for the implementation of industrial injury prevention in Zhuanghe City, in order to provide a reference for the administration of industrial injury prevention in Zhuanghe City.
