【摘要】：提高養(yǎng)老保險統(tǒng)籌層次、實(shí)現(xiàn)養(yǎng)老保險城鄉(xiāng)一體化是我國養(yǎng)老保險發(fā)展的必然趨勢和客觀要求。由于我國各地社會經(jīng)濟(jì)發(fā)展水平參差不齊，只能分階段、有秩序地逐步從低統(tǒng)籌層次過渡到高統(tǒng)籌層次；從各地方養(yǎng)老保險城鄉(xiāng)一體化過渡到全國養(yǎng)老保險一體化。本文緊緊圍繞昆明市城鄉(xiāng)一體化的養(yǎng)老保險體系建設(shè)這一主題，堅持理論聯(lián)系實(shí)際，，綜合運(yùn)用文獻(xiàn)分析、比較分析、實(shí)地訪談等科學(xué)分析方法,對昆明市養(yǎng)老保險制度的發(fā)展歷程、基本現(xiàn)狀進(jìn)行綜合分析。本文認(rèn)為，昆明市城鄉(xiāng)一體化養(yǎng)老保險制度建設(shè)存在著養(yǎng)老保險立法滯后、銜接困難、管理機(jī)構(gòu)分散重疊、基層服務(wù)平臺經(jīng)辦人員和經(jīng)費(fèi)不足、數(shù)據(jù)資源信息化平臺建設(shè)滯后、養(yǎng)老保險基金收支不平衡等問題及困難。在科學(xué)分析統(tǒng)籌昆明市城鄉(xiāng)養(yǎng)老保險制度的必要性、可行性和合理借鑒國外和國內(nèi)部分省份養(yǎng)老保險制度一體化建設(shè)經(jīng)驗(yàn)基礎(chǔ)上，堅持立法先行、走適合地方實(shí)際的道路，提出通過健全養(yǎng)老保險法律制度、完善養(yǎng)老保險銜接制度、優(yōu)化養(yǎng)老保險行政管理制度、強(qiáng)化多渠道促續(xù)保制度、加強(qiáng)資源數(shù)據(jù)信息化制度建設(shè)、規(guī)范養(yǎng)老保險基金運(yùn)作制度和加強(qiáng)養(yǎng)老保險監(jiān)督問責(zé)制度來加強(qiáng)昆明市城鄉(xiāng)一體化養(yǎng)老保險制度建設(shè)的政策建議。這對于昆明市全面建設(shè)小康社會、切實(shí)改善民生、推進(jìn)城鄉(xiāng)一體化和促進(jìn)和諧社會建設(shè)，對實(shí)現(xiàn)有參保愿望的城鄉(xiāng)居民應(yīng)保盡保，實(shí)現(xiàn)中央提出的“老有所養(yǎng)”目標(biāo)，對促進(jìn)昆明城鄉(xiāng)勞動力轉(zhuǎn)移，穩(wěn)步推進(jìn)城市化建設(shè)進(jìn)程均具有重要意義。
[Abstract]:It is an inevitable trend and objective requirement for the development of endowment insurance in China to improve the overall planning level of endowment insurance and realize the integration of urban and rural endowment insurance. Due to the uneven level of social and economic development in various parts of our country, it can only be divided into stages and orderly transition from low overall planning level to high overall planning level, and from urban and rural integration of local endowment insurance to national pension insurance integration. This paper closely revolves around the theme of the construction of urban and rural integrated endowment insurance system in Kunming, insists on integrating theory with practice, synthetically applies scientific analysis methods such as literature analysis, comparative analysis, field interview, etc. This paper comprehensively analyzes the development course and basic status of the endowment insurance system in Kunming. This paper holds that the construction of urban and rural integrated old-age insurance system in Kunming is lagging behind in legislation, difficult to link up, decentralized and overlapping of management institutions, insufficient staff and funds for grass-roots service platform, and lagging behind in the construction of information platform for data resources. Pension insurance fund income and expenditure imbalance and other problems and difficulties. On the basis of scientifically analyzing the necessity, feasibility and reasonable reference of the integrated construction of endowment insurance system in urban and rural areas of Kunming, we insist on legislating first and take the road suitable for the local reality. Through perfecting the legal system of endowment insurance, perfecting the linking system of endowment insurance, optimizing the system of administrative management of endowment insurance, strengthening the system of promoting renewal of insurance through multiple channels, strengthening the construction of information system of resource data, The policy suggestions of standardizing the operation system of pension insurance fund and strengthening the system of supervision and accountability of pension insurance to strengthen the construction of urban and rural integrated pension insurance system in Kunming. This will effectively improve the people's livelihood, promote the integration of urban and rural areas and promote the construction of a harmonious society in Kunming, and ensure that urban and rural residents who have the desire to participate in insurance should be protected to the fullest extent, so as to realize the goal of "a sense of security for the elderly" set by the central authorities. It is of great significance to promote the transfer of urban and rural labor force in Kunming and to steadily promote the process of urbanization.
