【摘要】：在經(jīng)濟社會快速發(fā)展的浪潮下,我國城鄉(xiāng)一體化進(jìn)程也在不斷的推進(jìn),新型農(nóng)村合作醫(yī)療作為一項改善民生的重要的社會保障制度,在保障農(nóng)民獲得基本公共衛(wèi)生服務(wù)、農(nóng)民“看病難、看病貴”問題的有效解決以及進(jìn)一步減輕農(nóng)民醫(yī)療負(fù)擔(dān)方面發(fā)揮了重要的作用,贏得了廣大農(nóng)民的支持和認(rèn)可,在人民群眾心目中的位置也越來越突出。新時期新形勢下,新情況和新問題不斷涌現(xiàn),如何根據(jù)我國的基本國情和地區(qū)之間的差異,在實踐中摸索,不斷健全和完善新型農(nóng)村合作醫(yī)療制度是擺在我們面前的十分重要且亟待解決的課題。 清水河縣新型農(nóng)村合作醫(yī)療制度從2006年開始實施,其運行和完善對于當(dāng)?shù)亟?jīng)濟社會發(fā)展和人民生活水平的提高有著重要的意義。但在運行發(fā)展的過程中也暴露出了一些問題和缺點。本文運用公共管理理論等相關(guān)知識,深刻剖析了清水河縣正在實施當(dāng)中的農(nóng)村居民合作醫(yī)療制度運行情況,并且通過對近幾年運行過程中產(chǎn)生的相關(guān)數(shù)據(jù)進(jìn)行分析比較,總結(jié)了新農(nóng)合制度實施以來取得的成果和存在的不足,分析問題形成的原因,最后針對問題提出可操作性強、符合當(dāng)?shù)貙嶋H情況的解決對策,為促進(jìn)清水河縣新型農(nóng)村合作醫(yī)療制度良性、可持續(xù)發(fā)展提供理論參考。
[Abstract]:In the tide of rapid economic and social development, the process of urban-rural integration in China is also advancing. As an important social security system to improve people's livelihood, the new rural cooperative medical system is ensuring farmers to obtain basic public health services. The problem of "difficult to see a doctor and expensive to see a doctor" has played an important role in further reducing the burden of medical treatment of farmers. It has won the support and recognition of the broad masses of farmers and has become more and more prominent in the eyes of the people. In the new era and new situation, new situations and new problems are constantly emerging. How to find out in practice according to the basic conditions of our country and the differences between regions, Improving and perfecting the new rural cooperative medical system is a very important and urgent task for us. The new rural cooperative medical system in Qingshuihe County has been implemented since 2006. Its operation and improvement are of great significance to the development of local economy and society and the improvement of people's living standard. However, some problems and shortcomings have been exposed in the process of operation and development. Based on the theory of public management and other relevant knowledge, this paper deeply analyzes the operation of cooperative medical system of rural residents in Qingshuihe County, and through the analysis and comparison of the relevant data produced in the course of operation in recent years. This paper summarizes the achievements and shortcomings since the implementation of the new agricultural cooperation system, analyzes the reasons for the formation of the problems, and finally puts forward some countermeasures to solve the problems, which have strong operability and are in line with the local actual conditions. To promote the Qingshuihe new rural cooperative medical system benign and sustainable development to provide a theoretical reference.
