【摘要】：新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的建立是我國新時(shí)期國家解決“三農(nóng)”問題的重要舉措之一,它可以解決我國農(nóng)民的后顧之憂,使農(nóng)民擺脫了土地和家庭帶來的束縛,通過進(jìn)城務(wù)工提高自身的生活水平；同時(shí)也提升了當(dāng)前農(nóng)村居民的消費(fèi)信心,促進(jìn)了社會(huì)的穩(wěn)定；此外,我國新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)還有助于我國全面建成小康社會(huì),進(jìn)而也有利于構(gòu)建和諧社會(huì)。 伴隨著我國市場經(jīng)濟(jì)的不斷深入發(fā)展、老年人口比重增大趨勢不斷加劇的現(xiàn)狀以及城鄉(xiāng)之間貧富差距的拉大,我國農(nóng)村老人的養(yǎng)老問題逐步成為全社會(huì)關(guān)注的焦點(diǎn)。2009年開始,我國新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度進(jìn)入試點(diǎn)工作,直到2012年,新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度在我國已實(shí)施了三年時(shí)間,在這3年里,制度的覆蓋面不斷擴(kuò)大,直至制度全國全覆蓋；受益人群日益增多,也形成了相對較完善的管理機(jī)制、籌資機(jī)制以及運(yùn)行機(jī)制。相比與過去的老農(nóng)保,擁有其獨(dú)特的優(yōu)勢以及成功可能的新農(nóng)保制度已然成為當(dāng)前解決農(nóng)村老人養(yǎng)老問題的及時(shí)雨。與此同時(shí),新農(nóng)保制度在過去3年實(shí)施過程中也存在著一些問題,并且嚴(yán)重影響著制度的可持續(xù)運(yùn)行,如若不及時(shí)加以重視和解決,勢必會(huì)對制度的可持續(xù)運(yùn)行構(gòu)成威脅�；诖�,本文通過對現(xiàn)狀的了解,問題原因的分析,借鑒各家所長,為其提供解決之道,以期能夠達(dá)到完善我國新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的目標(biāo),以及對這項(xiàng)惠民制度的可持續(xù)運(yùn)行做出一定的實(shí)踐啟示和理論貢獻(xiàn)。
[Abstract]:The establishment of the new rural social endowment insurance system is one of the important measures for our country to solve the problem of "agriculture, countryside and farmers" in the new period. It can solve the worries of the peasants in our country and free them from the bondage brought by the land and the family. By working in cities to improve their living standards; at the same time, it has also enhanced the consumption confidence of current rural residents and promoted social stability. In addition, China's new rural social endowment insurance is also conducive to building a well-to-do society in our country in an all-round way. In turn, it is also conducive to the construction of a harmonious society. With the further development of market economy in our country, the increasing trend of the proportion of the elderly population and the widening gap between the rich and the poor between urban and rural areas, the problem of the aged in rural areas has gradually become the focus of attention of the whole society. China's new rural social endowment insurance system has entered the pilot work until 2012, the new rural social old-age insurance system has been implemented in China for three years, in these three years, the coverage of the system continues to expand, until the system covers all over the country; The number of beneficiaries is increasing day by day, and a relatively perfect management mechanism, financing mechanism and operation mechanism have been formed. Compared with the old rural insurance in the past, the new rural insurance system, which has its unique advantages and the possibility of success, has become the timely rain to solve the rural old-age pension problem. At the same time, there are some problems in the implementation of the new rural insurance system in the past three years, and it seriously affects the sustainable operation of the system. If it is not paid attention to and solved in time, it will inevitably pose a threat to the sustainable operation of the system. Based on this, this article through the understanding of the current situation, the analysis of the causes of the problem, draw lessons from the strengths of the various, to provide a solution for it, in order to achieve the goal of improving the new rural social endowment insurance system in China. And make some practical enlightenment and theoretical contribution to the sustainable operation of this system.
