中國保險(xiǎn)中介市場發(fā)展研究

【摘要】:保險(xiǎn)中介是保險(xiǎn)市場發(fā)展的必然產(chǎn)物及重要組成部分。保險(xiǎn)中介的產(chǎn)生和發(fā)展是與保險(xiǎn)市場的不斷發(fā)展和完善過程融合在一起的。進(jìn)入新世紀(jì)尤其是入世以來,隨著我國經(jīng)濟(jì)的繁榮,保險(xiǎn)市場的不斷完善,我國保險(xiǎn)中介市場也取得了突出成績。然而,在保險(xiǎn)業(yè)發(fā)達(dá)國家,保險(xiǎn)中介機(jī)構(gòu)達(dá)成的業(yè)務(wù)量在整個(gè)保險(xiǎn)市場中占比極高,而在中國,專業(yè)中介機(jī)構(gòu)完成的保險(xiǎn)業(yè)務(wù)不到10%。中國保險(xiǎn)中介行業(yè)雖然起步晚、發(fā)展慢且不成熟,但發(fā)展前景廣闊,提升空間極大。在現(xiàn)階段,如何有效地促進(jìn)保險(xiǎn)中介行業(yè)的快速發(fā)展,亟待探討研究。本文從保險(xiǎn)中介的一般理論分析著手,闡釋了保險(xiǎn)中介的概念與分類、產(chǎn)生與發(fā)展過程;并從規(guī)模、結(jié)構(gòu)、監(jiān)管及自律情況方面分析了我國保險(xiǎn)中介市場現(xiàn)在發(fā)展的狀況;論述了目前我國保險(xiǎn)中介市場面臨的三大問題,一是發(fā)展不平衡;二是專業(yè)化水平低;三是違規(guī)現(xiàn)象普遍。接著介紹了英美日三國保險(xiǎn)中介市場發(fā)展的歷程,并總結(jié)了他們發(fā)展的四個(gè)共同點(diǎn),一是保險(xiǎn)中介是保險(xiǎn)銷售的主要渠道;二是保險(xiǎn)中介從業(yè)人員素質(zhì)較高;三是保險(xiǎn)中介具有完善的法律體系;四是保險(xiǎn)中介行業(yè)自律機(jī)制成熟。以及分析了他們成功的發(fā)展給我國中介市場的經(jīng)驗(yàn)借鑒。最后從五個(gè)方面提出了完善我國保險(xiǎn)中介市場發(fā)展的對策。第一,盡快優(yōu)化保險(xiǎn)中介市場結(jié)構(gòu)——鼓勵引導(dǎo)專業(yè)中介機(jī)構(gòu)規(guī);l(fā)展、繼續(xù)引導(dǎo)兼業(yè)代理機(jī)構(gòu)專業(yè)化發(fā)展、優(yōu)化保險(xiǎn)中介機(jī)構(gòu)的區(qū)域分布;第二,不斷提高保險(xiǎn)中介專業(yè)化水平——注重專業(yè)人才培養(yǎng)、積極調(diào)整業(yè)務(wù)結(jié)構(gòu)、努力提升業(yè)務(wù)創(chuàng)新能力;第三,建立與保險(xiǎn)公司深層次合作關(guān)系——明確保險(xiǎn)中介人的市場定位、加強(qiáng)與保險(xiǎn)公司多元化合作;第四,建立健全保險(xiǎn)中介市場監(jiān)管機(jī)制——加強(qiáng)市場準(zhǔn)入監(jiān)管、努力完善保險(xiǎn)中介市場信用體系建設(shè)、健全行業(yè)法律法規(guī)體系;第五,加強(qiáng)中介行業(yè)自律行為——壯大行業(yè)自律組織、加強(qiáng)從業(yè)人員的職業(yè)道德操守。
[Abstract]:Insurance intermediary is the inevitable product and important component of the development of insurance market. The emergence and development of insurance intermediary is combined with the continuous development and perfection of insurance market. In the new century, especially since China's entry into WTO, with the prosperity of our economy and the continuous improvement of insurance market, our insurance intermediary market has also made outstanding achievements. However, in the insurance industry developed countries, the volume of business reached by insurance intermediaries accounts for a high proportion of the entire insurance market, while in China, professional agencies have completed less than 10% of the insurance business. Although China's insurance intermediary industry started late and developed slowly and immature, it has broad prospects and great room for improvement. At the present stage, how to effectively promote the rapid development of insurance intermediary industry needs to be discussed. This paper starts with the general theory of insurance intermediary, explains the concept and classification of insurance intermediary, its emergence and development process, and analyzes the current development of insurance intermediary market in China from the aspects of scale, structure, supervision and self-discipline. This paper discusses three major problems facing the insurance intermediary market in our country at present, one is the imbalance of development, the other is the low level of specialization, and the third is the general phenomenon of violation. Then it introduces the history of the development of insurance intermediary market in Anglo-American and Japanese countries, and summarizes the four common points of their development, one is that insurance intermediary is the main channel of insurance sales, the other is that the quality of insurance intermediary employees is relatively high. Third, insurance intermediary has a perfect legal system; fourth, insurance intermediary industry self-discipline mechanism is mature. And analyzed their successful development to our country intermediary market experience reference. Finally, the paper puts forward the countermeasures to improve the development of China's insurance intermediary market from five aspects. First, to optimize the structure of the insurance intermediary market as soon as possible-to encourage and guide the large-scale development of specialized intermediary organizations, to continue to guide the specialized development of concurrent-business agencies, and to optimize the regional distribution of insurance intermediaries; second, Continuously improve the professional level of insurance intermediation-pay attention to the training of professional personnel, actively adjust the business structure, strive to enhance the ability of business innovation; third, establish a deep cooperative relationship with insurance companies-make clear the market position of insurance intermediaries, Strengthen diversified cooperation with insurance companies; fourth, establish and improve the insurance intermediary market supervision mechanism-strengthen market access supervision, strive to improve the insurance intermediary market credit system construction, improve the industry laws and regulations system; fifth, Strengthen intermediary industry self-discipline-strengthen industry self-discipline organization, strengthen the professional ethics of practitioners.
