【摘要】：我國社會保險費率高于歐洲國家平均水平,接近歐洲福利國家水平,且主要表現(xiàn)為職工基本養(yǎng)老保險費率過高。導(dǎo)致這種現(xiàn)象的原因除贍養(yǎng)結(jié)構(gòu)老化外,還與養(yǎng)老保險制度從現(xiàn)收現(xiàn)付轉(zhuǎn)為部分積累后帶來的"雙重負擔"密切相關(guān);而地區(qū)分割統(tǒng)籌的現(xiàn)實格局則使這一"雙重負擔"主要落在了老工業(yè)基地身上,成為這些地區(qū)企業(yè)發(fā)展的重要影響因素。因此,有必要借鑒國際經(jīng)驗,對現(xiàn)行費率進行合理調(diào)整。可以采取的措施包括:盡快統(tǒng)一全國職工基本養(yǎng)老保險費率,同時把民營企業(yè)職工工資納入社會平均工資統(tǒng)計口徑,夯實繳費基數(shù);劃撥部分國有資產(chǎn)補充職工基本養(yǎng)老保險基金,加強保險基金的管理運營,在此基礎(chǔ)上合理降低費率,為企業(yè)減負;大力發(fā)展包括企業(yè)年金在內(nèi)的多層次社會保險體系,為進一步降低國家法定的基本社會保險費率創(chuàng)造條件。
[Abstract]:The social insurance rate of our country is higher than the average level of European countries, close to the level of European welfare state, and the main manifestation is that the basic old-age insurance rate of workers is too high. In addition to the aging of the maintenance structure, the causes of this phenomenon are closely related to the "double burden" brought about by the pension insurance system from pay-as-you-go to partial accumulation. The reality pattern of regional division and coordination makes this double burden mainly fall on the old industrial base and become an important influence factor for the development of enterprises in these areas. Therefore, it is necessary to draw lessons from international experience and make reasonable adjustments to the current rates. The measures that can be taken include: unifying the basic old-age insurance rate of the national staff and workers as soon as possible, at the same time bringing the salary of the staff and workers of the private enterprises into the statistical calibre of the average social wages, and ramming up the base To allocate some state-owned assets to supplement the basic pension insurance funds for workers and staff, to strengthen the management and operation of the insurance funds, to reasonably reduce the rates on this basis, to reduce the burden on enterprises, and to vigorously develop a multi-level social insurance system, including enterprise annuities, To further reduce the national legal basic social insurance rates create conditions.
