【摘要】：我國尚未建立全國性的長期護理保險制度,老年人的長期照料費用主要由家庭承擔,老年人擁有的醫(yī)療和養(yǎng)老保障是否影響其長期照料服務(wù)利用尚不清楚。利用2011年中國老年健康長壽調(diào)查(CLHLS)數(shù)據(jù),構(gòu)建兩部模型,分析醫(yī)療與養(yǎng)老保險對我國城鄉(xiāng)高齡失能老人長期照料支出的影響。研究結(jié)果表明,我國城鎮(zhèn)高齡老人的長期照料支出顯著高于農(nóng)村高齡老人。公費醫(yī)療保險、新農(nóng)合和養(yǎng)老保險對高齡老人長期照料支出有顯著影響,且存在城鄉(xiāng)差異。城鎮(zhèn)高齡老人享有的醫(yī)療和養(yǎng)老保險既影響長期照料支出發(fā)生與否,又影響長期照料支出的多寡;農(nóng)村高齡老人享有的醫(yī)療和養(yǎng)老保險僅對其是否發(fā)生長期照料支出有影響,對支出數(shù)量的影響不顯著。建議通過加大醫(yī)療和養(yǎng)老保障強度,建立長期護理保險制度,減輕高齡老人家庭長期照料經(jīng)濟負擔。
[Abstract]:China has not established a national long-term care insurance system, the long-term care costs of the elderly are mainly borne by the family, and it is not clear whether the medical care and old-age security owned by the elderly will affect the utilization of long-term care services. Based on the data of China elderly Health and Longevity Survey (CLHLS) in 2011, two models were constructed to analyze the effects of medical treatment and old-age insurance on long-term care expenditure of elderly disabled elderly in urban and rural areas in China. The results show that the long-term care expenditure of the elderly in cities and towns is significantly higher than that in the rural areas. Public medical insurance, new rural cooperation and old-age insurance have significant influence on the long-term care expenditure of the elderly, and there is a difference between urban and rural areas. The medical care and old-age insurance enjoyed by the elderly in cities and towns not only affects the long-term care expenditure, but also affects the amount of the long-term care expenditure; the medical treatment and old-age insurance enjoyed by the elderly in rural areas only have an impact on whether long-term care expenditure is incurred or not. The effect on the amount of expenditure is not significant. It is suggested that the long-term nursing insurance system should be set up through increasing the intensity of medical treatment and old-age security, so as to lighten the economic burden of long-term care for elderly families.
