【摘要】：我國建立的新型農(nóng)村社會養(yǎng)老保險制度已成為社會保障制度的主要內(nèi)容。河南省還沒有全面建成新型農(nóng)村社會養(yǎng)老保險制度,為了適應市場經(jīng)濟與城市化進程的速度,河南省需要不斷的完善新型農(nóng)村社會養(yǎng)老保險制度。在健全與完善河南省新型農(nóng)村社會養(yǎng)老保險制度的過程中,我們既要從現(xiàn)實狀況出發(fā),還要考慮到他的運行情況,把農(nóng)村社會養(yǎng)老保險和經(jīng)濟社會發(fā)展的關系處理好。既要針對農(nóng)村經(jīng)濟區(qū)域差別設計出不同方式的社會養(yǎng)老保險制度；又要考慮長遠的發(fā)展,為在河南省設立一個科學、系統(tǒng)、規(guī)范的城鄉(xiāng)一體化的新型社會養(yǎng)老保險制度打下牢固的基礎。 本文將對新型社會養(yǎng)老保險制度的理論進行闡述,通過分析河南省農(nóng)村經(jīng)濟與社會發(fā)展的方向,指出河南省設立新型農(nóng)村社會養(yǎng)老保險制度的重要性與可行性。同時還對河南省設立的農(nóng)村養(yǎng)老保險制度的發(fā)展歷程及其存在的問題進行分析,借鑒德日法國家在農(nóng)村社會養(yǎng)老保險實施過程中的經(jīng)驗制定出完善河南省新型農(nóng)村養(yǎng)老保險制度的總體思路、堅持的原則及總體步驟。
[Abstract]:The new rural social endowment insurance system established in our country has become the main content of the social security system. Henan Province has not built a new rural social endowment insurance system. In order to adapt to the market economy and the pace of urbanization, Henan Province needs to constantly improve the new rural social endowment insurance system. In the process of perfecting and perfecting the new rural social endowment insurance system in Henan Province, we should not only proceed from the reality, but also take into account his running situation, and deal with the relationship between the rural social endowment insurance and the economic and social development. We should not only design different ways of social old-age insurance system according to the regional differences in rural economy, but also consider the long-term development and set up a scientific and systematic system in Henan Province. Standard urban and rural integration of the new social endowment insurance system laid a solid foundation. This paper expounds the theory of the new social endowment insurance system, and points out the importance and feasibility of establishing the new rural social endowment insurance system in Henan Province by analyzing the direction of rural economy and social development in Henan Province. At the same time, it also analyzes the development course and existing problems of the rural old-age insurance system established in Henan Province. This paper draws lessons from the experience of the French families in Germany and Japan in the implementation of rural social old-age insurance, and formulates the general idea, principles and overall steps of perfecting the new rural old-age insurance system in Henan Province.
