【摘要】：隨著工業(yè)化和城市化進(jìn)程的不斷推進(jìn),我國農(nóng)村開始出現(xiàn)人口老齡化速度加快,土地養(yǎng)老和家庭養(yǎng)老保障功能退化等問題。為了保障農(nóng)村老人的基本權(quán)益,打破城鄉(xiāng)養(yǎng)老保障二元制的樊籬,促進(jìn)基本公共服務(wù)均等化我國于2009年下半年開始在全國推行新型農(nóng)村養(yǎng)老保險(xiǎn)試點(diǎn)工作,到2012年8月底基本實(shí)現(xiàn)了制度的全覆蓋。廣西馬山縣是全區(qū)第三批推行新農(nóng)保的試點(diǎn)縣之一,在推行過程中出現(xiàn)了政策宣傳簡單化、經(jīng)辦能力不足、信息化建設(shè)落后、農(nóng)民選擇繳費(fèi)檔次較低等問題,解決這些問題不僅需要科學(xué)合理的頂層設(shè)計(jì),也需要政府加大對農(nóng)村養(yǎng)老保障工作的扶持力度。 第一章為緒論部分,主要介紹了論文的研究背景、研究意義、研究內(nèi)容、研究方法以及國內(nèi)外的研究現(xiàn)狀和論文的創(chuàng)新及不足之處。 第二章主要介紹了與農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)相關(guān)的概念、農(nóng)村養(yǎng)老保險(xiǎn)的理論依據(jù)以及我國特別是廣西的人口老齡化狀況。 第三章介紹了國內(nèi)外農(nóng)村的養(yǎng)老模式及其特點(diǎn),主要介紹了江蘇昆山模式、吉林東豐模式及國外三種不同類型的養(yǎng)老模式；總結(jié)了國內(nèi)外不同養(yǎng)老模式對我國農(nóng)村養(yǎng)老保障工作的作用及啟示。 第四章介紹了馬山縣的人口結(jié)構(gòu)和老齡化現(xiàn)狀以及制度實(shí)施概況。重點(diǎn)介紹了馬山縣新農(nóng)保的問題及其原因,主要原因包括頂層設(shè)計(jì)不科學(xué)、與新農(nóng)保相關(guān)的政策缺乏立法保障、激勵(lì)機(jī)制和培訓(xùn)考核機(jī)制不完善。 第五章,完善馬山縣新型農(nóng)村養(yǎng)老保險(xiǎn)的具體措施。必須完善立法,保障制度的連續(xù)性和可持續(xù)性；進(jìn)一步提高養(yǎng)老標(biāo)準(zhǔn),完善激勵(lì)機(jī)制；深化新農(nóng)保的宣傳政策,提高經(jīng)辦機(jī)構(gòu)的服務(wù)能力和基金管理層次,加強(qiáng)信息化建設(shè)。
[Abstract]:With the development of industrialization and urbanization, the aging of the population in rural areas has been accelerated, and the function of land pension and family pension has been degraded. In order to protect the basic rights and interests of the rural elderly, break the barrier of the dual system of urban and rural old-age security, and promote the equalization of basic public services in the second half of 2009, the pilot work of a new type of rural old-age insurance in China began in the second half of 2009. By the end of August 2012, the full coverage of the system was basically realized. Mashan County in Guangxi is one of the third pilot counties in the region to implement new rural insurance. In the course of implementation, problems such as simple policy propaganda, insufficient operational capacity, backward information construction, low level of farmers choosing to pay fees, etc. To solve these problems, we need not only scientific and reasonable top-level design, but also government support for rural old-age security. The first chapter is the introduction, mainly introduces the research background, research significance, research content, research methods, domestic and foreign research status and innovation and shortcomings of the paper. The second chapter mainly introduces the concepts related to rural social endowment insurance, the theoretical basis of rural old-age insurance and the aging situation of population in China, especially in Guangxi. The third chapter introduces the rural old-age model and its characteristics at home and abroad, mainly introduces the Jiangsu Kunshan model, Jilin Dongfeng model and foreign three different types of pension model; This paper summarizes the role and enlightenment of different pension modes in China's rural old-age security work at home and abroad. The fourth chapter introduces the population structure and aging status of Mashan County, as well as the implementation of the system. This paper mainly introduces the problems and causes of the new rural insurance in Mashan County, including the unscientific design at the top level, the lack of legislative protection for the policies related to the new rural insurance system, and the imperfection of the incentive mechanism and the training and assessment mechanism. The fifth chapter, perfect the concrete measure of the new rural endowment insurance of Mashan county. We must perfect the legislation, guarantee the continuity and sustainability of the system, further improve the pension standard, perfect the incentive mechanism, deepen the propaganda policy of the new rural insurance, improve the service ability and fund management level of the agencies, and strengthen the information construction.
