【摘要】：農(nóng)業(yè)在維護(hù)社會穩(wěn)定方面有基礎(chǔ)性作用,具有國民經(jīng)濟(jì)中的支配性地位,同時,相對于第二和第三產(chǎn)業(yè)而言,農(nóng)業(yè)需要投入資金多、經(jīng)濟(jì)效益較低且容易受自然災(zāi)害影響等,在日常的農(nóng)業(yè)生產(chǎn)活動中,農(nóng)業(yè)經(jīng)營風(fēng)險幾乎無處不在,開展農(nóng)業(yè)保險,保證農(nóng)業(yè)生產(chǎn)安全,維護(hù)好農(nóng)戶種養(yǎng)殖積極性及增加農(nóng)戶收入具有重要作用。大湘西地區(qū)(本文所指的大湘西地區(qū),范圍僅限于湘西土家族苗族自治州、張家界市和懷化市,不包含其他市州所轄行政區(qū)域范圍)是國家確定公布的連片集中特困區(qū)之一,也是武陵山片區(qū)區(qū)域發(fā)展與扶貧攻堅的主戰(zhàn)場。農(nóng)業(yè)一直是該地區(qū)的主打產(chǎn)業(yè),推動該地區(qū)脫貧致富,必須努力發(fā)展農(nóng)業(yè)保險,切實為大湘西地區(qū)農(nóng)業(yè)的現(xiàn)代化發(fā)展構(gòu)筑一道安全屏障,提供保障和支撐。本文以國內(nèi)外農(nóng)業(yè)保險相關(guān)理論研究為基礎(chǔ),深入研究分析了大湘西地區(qū)農(nóng)業(yè)保險的發(fā)展現(xiàn)狀、發(fā)展環(huán)境以及發(fā)展中存在的困難和問題,對當(dāng)前大湘西地區(qū)農(nóng)業(yè)保險有關(guān)情況進(jìn)行了客觀評價和闡述,從政府、商業(yè)保險公司和農(nóng)戶不同的視角得出了制約大湘西地區(qū)農(nóng)業(yè)保險發(fā)展的政府部門推動力度不大、商業(yè)保險公司專業(yè)性不夠以及農(nóng)戶對農(nóng)險品種認(rèn)同接受程度不高等原因,提出了針對大湘西地區(qū)農(nóng)業(yè)保險發(fā)展特色的政策建議,為大湘西地區(qū)完善農(nóng)業(yè)保險相關(guān)制度,促進(jìn)農(nóng)業(yè)保險健康發(fā)展提供有關(guān)參考。本文回顧了我國農(nóng)業(yè)保險發(fā)展歷程以及各相關(guān)階段農(nóng)業(yè)保險對農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的影響,闡述了研究農(nóng)業(yè)保險的背景及其理論和現(xiàn)實意義,對農(nóng)業(yè)保險制度與政策、農(nóng)業(yè)保險的價值等進(jìn)行了說明。并從當(dāng)前大湘西農(nóng)業(yè)保險開展情況出發(fā),分析了四種不同的農(nóng)業(yè)保險經(jīng)營機(jī)制各自利弊,針對實際情況提出了大湘西地區(qū)農(nóng)業(yè)保險有關(guān)模式的選擇與構(gòu)建設(shè)想。本文立足大湘西地區(qū)農(nóng)業(yè)發(fā)展,在大量研究基礎(chǔ)上提出了推動大湘西地區(qū)農(nóng)業(yè)保險發(fā)展的政策建議,包括提高大湘西地區(qū)農(nóng)業(yè)保險實際需求、積極發(fā)揮政府部門推動農(nóng)險發(fā)展主體作用、充分調(diào)動農(nóng)業(yè)保險承保公司的工作積極性和加大農(nóng)業(yè)保險的管理和創(chuàng)新等,以期更好地推動大湘西地區(qū)農(nóng)業(yè)保險發(fā)展。
[Abstract]:Agriculture has a basic role in maintaining social stability and has a dominant position in the national economy. At the same time, compared with the second and third industries, agriculture needs to invest more funds, lower economic benefits and be easily affected by natural disasters. In the daily agricultural production, the risk of agricultural management is almost everywhere, and agriculture is carried out. Insurance, ensuring the safety of agricultural production, maintaining the farming enthusiasm of farmers and increasing the income of farmers. The big Xiangxi region (the large Xiangxi area referred to in this article is limited to the Xiangxi Tujia and Miao Autonomous Prefecture, Zhangjiajie and Huaihua, does not include the administrative regional scope under the jurisdiction of other cities and states). One of the concentrated stricken areas is also the main battlefield of the regional development and poverty alleviation of the Wuling mountain area. Agriculture has always been the main industry of the region, promoting the region to get rid of poverty and become rich. It must work hard to develop agricultural insurance and build a safe and full shield and support for the modernization of agriculture in the Xiangxi region. Based on the related theory of industry insurance, the current situation of agricultural insurance development, the development environment and the difficulties and problems in the development of agricultural insurance in Xiangxi are deeply studied and analyzed. The situation of agricultural insurance in the great Xiangxi area is objectively evaluated and elaborated, and the constraints from the different perspectives of the government, the Business insurance company and the farmers are drawn. The government departments of the development of agricultural insurance in the great Xiangxi region have little impetus to promote the development of agricultural insurance, the lack of professional nature of the Business insurance company and the poor acceptance of agricultural insurance varieties for farmers, and put forward the policy suggestions for the development of agricultural insurance in the great Xiangxi region, and improve the related system of agricultural insurance for the great Xiangxi area and promote the agricultural insurance. This article reviews the development course of agricultural insurance in China and the influence of agricultural insurance on the development of agricultural industry in various related stages, expounds the background and theoretical and practical significance of the study of agricultural insurance, explains the system and policy of agricultural insurance, and the value of agricultural insurance, and from the current big Xiangxi farmers. Starting from the situation of industry insurance, this paper analyzes the advantages and disadvantages of four different kinds of agricultural insurance management mechanism. In view of the actual situation, it puts forward the choice and construction of agricultural insurance related modes in the Xiangxi region. Based on the agricultural development in the big Xiangxi area, this paper puts forward the policy of promoting the development of agricultural insurance in the great Xiangxi area. Suggestions, including improving the actual demand for agricultural insurance in the Xiangxi region, actively play the role of government departments to promote the development of agricultural insurance, fully mobilize the enthusiasm of the insurance underwriting companies and increase the management and innovation of agricultural insurance, in order to better promote the development of agricultural insurance in the Xiangxi district.
