【摘要】：財政社會保障支出是調(diào)節(jié)收入再分配的重要手段,對縮小居民收入差距具有重要意義。本文考察了財政社保支出水平與結(jié)構(gòu)對貧富差距的影響、社會保障轉(zhuǎn)移支付對城鄉(xiāng)收入差距和地區(qū)收入差距的影響。認為我國財政社保支出水平很低,且結(jié)構(gòu)不合理,無法縮小貧富差距;社保轉(zhuǎn)移支付能在一定程度上縮小城鎮(zhèn)居民收入差距,而對農(nóng)村居民收入的調(diào)節(jié)作用很弱,進而導(dǎo)致了城鄉(xiāng)居民收入差距和農(nóng)村居民收入地區(qū)差距的擴大。因此,財政社保支出的收入再分配功能未得到充分發(fā)揮。
[Abstract]:Financial and social security expenditure is an important means to adjust income redistribution, and it is of great significance to narrow the income gap of residents. This paper examines the influence of the level and structure of financial social security expenditure on the gap between the rich and the poor, and the influence of social security transfer payment on the urban-rural income gap and the regional income gap. It is considered that the level of social security expenditure is very low, and the structure is unreasonable, and the gap between the rich and the poor can not be narrowed, the social security transfer payment can narrow the income gap of urban residents to a certain extent, but the adjustment effect on the income of rural residents is very weak. This leads to the widening of the income gap between urban and rural residents and the regional gap between rural residents' income. As a result, the income redistribution function of financial social security expenditure has not been given full play.
