【摘要】：從世界范圍來看，從保障生活型向促進就業(yè)型轉(zhuǎn)變是失業(yè)保險制度發(fā)展的必然趨勢。從國內(nèi)情況來看，我國就業(yè)壓力大且將長期存在，促進就業(yè)是我國政府長期任務，作為社會保險體系中重要的失業(yè)保險，理應更好的發(fā)揮促進就業(yè)的功能。從現(xiàn)行失業(yè)保險制度運行的狀況來看，嚴峻的就業(yè)形勢與失業(yè)保險基金大量“賦閑”并存，說明現(xiàn)行的失業(yè)保險制度沒有發(fā)揮好促進就業(yè)的作用，，迫切需要在這方面進行相應的調(diào)整和完善。 本文從這一角度出發(fā)，深入剖析失業(yè)保險與促進就業(yè)的內(nèi)在邏輯聯(lián)系，對現(xiàn)行失業(yè)保險制度促進就業(yè)的現(xiàn)狀進行評述和反思，指出問題所在，主要有：促進就業(yè)導向不明顯，如限制了與促進就業(yè)相關(guān)的基金支出、費率機制設計不合理導致對企業(yè)增加雇用的反激勵、給付條件過寬起到了鼓勵自愿性失業(yè)的作用、給付方式單一抑制了失業(yè)者積極就業(yè)；另外覆蓋面小和統(tǒng)籌層次低限制了促進就業(yè)功能的發(fā)揮。這些問題的產(chǎn)生有失業(yè)保險制度設計本身的因素，如特殊背景下以保障生活為主要目的的思路、計劃經(jīng)濟體制下的管理思維等影響了制度設計的方向；也有經(jīng)濟發(fā)展水平、地區(qū)差異、地方保護主義、管理水平等方面的因素。在借鑒國外發(fā)揮失業(yè)保險促進就業(yè)經(jīng)驗的基礎上，結(jié)合我國國情，本文提出在促進就業(yè)視角下完善失業(yè)保險制度的一些政策建議。一是調(diào)整失業(yè)保險基金的支出方向，擴大失業(yè)保險基金用于促進就業(yè)的使用范圍并提高比例；二是以促進就業(yè)為導向進行制度的再設計，包括改進失業(yè)保險的費率機制、嚴格審查失業(yè)保險金的給付條件、將失業(yè)保險金的給付方式由“單一式”調(diào)整為“遞減式”等；三是擴大失業(yè)保險的覆蓋面，逐步將農(nóng)民、靈活就業(yè)人員、新生勞動力人口的納入失業(yè)保險覆蓋范圍；四是提高失業(yè)保險的統(tǒng)籌層次，逐步建立“省級統(tǒng)籌，中央調(diào)劑”的統(tǒng)籌模式。 本文的主要創(chuàng)新之處在于：在借鑒國外經(jīng)驗的基礎上，將失業(yè)保險與就業(yè)的相關(guān)理論結(jié)合具體實踐，有針對性的提出一些建議，彌補了現(xiàn)有研究的不足。例如筆者提出了行業(yè)失業(yè)率數(shù)據(jù)的獲取方法，設計了失業(yè)金累退的發(fā)放方式等。
[Abstract]:From the view of the world , it is the inevitable trend of the development of unemployment insurance system from the guarantee of life style to the promotion of employment type . From the domestic situation , the employment pressure of our country is large and will persist for a long time . It is a long - term task for our government to play a better role in promoting employment . From the current situation of the operation of unemployment insurance system , the severe employment situation and the large amount of " idle " of unemployment insurance fund coexist , indicating that the current unemployment insurance system has not played a good role in promoting employment , and there is an urgent need to adjust and perfect in this regard .

From this point of view , this paper deeply analyzes the internal logic relation between unemployment insurance and the promotion of employment , comments and rethinks about the current situation of promoting employment in the current unemployment insurance system , and points out that the problem lies in that the promotion of employment guidance is not obvious , such as the limitation of the fund expenditure related to the promotion of employment , the unreasonable design of the rate mechanism leads to the anti - incentive to increase the employment of enterprises , the overwidth of the payment condition has played an encouraging role in encouraging voluntary unemployment , and the benefit mode is a single inhibition of the active employment of the unemployed ;
Moreover , the low coverage and the low level of co - ordination have limited the function of promoting the function of employment . These problems result in the factors of the design of the unemployment insurance system , such as the idea of ensuring the life as the main purpose under the special background , the management thinking under the planned economy system and so on , which influence the direction of the system design ;
This paper puts forward some policy suggestions to improve the unemployment insurance system from the perspective of promoting employment . First , to adjust the expenditure direction of unemployment insurance fund , expand unemployment insurance fund to promote the use range of employment and raise the proportion ;
Second , to promote the re - design of employment - oriented system , including improving the rate mechanism of unemployment insurance , strictly reviewing the benefits of unemployment insurance , adjusting unemployment insurance benefits from " unitary " to " descending type " , etc . ;
Third , expand the coverage of unemployment insurance , gradually introduce farmers , flexible employment personnel and new labor force into the coverage of unemployment insurance coverage ;
The fourth is to improve the overall level of unemployment insurance , and gradually establish the integrated mode of " provincial integrated and centrally coordinated " .

The main innovation of this paper lies in that , based on the experience of foreign countries , the relevant theories of unemployment insurance and employment are combined with concrete practice . Some suggestions are put forward to make up the deficiencies of the existing research . For example , the author puts forward the method of obtaining unemployment data in the industry , and designs the distribution mode of unemployment benefits .
