【摘要】：從世界范圍來(lái)看，從保障生活型向促進(jìn)就業(yè)型轉(zhuǎn)變是失業(yè)保險(xiǎn)制度發(fā)展的必然趨勢(shì)。從國(guó)內(nèi)情況來(lái)看，我國(guó)就業(yè)壓力大且將長(zhǎng)期存在，促進(jìn)就業(yè)是我國(guó)政府長(zhǎng)期任務(wù)，作為社會(huì)保險(xiǎn)體系中重要的失業(yè)保險(xiǎn)，理應(yīng)更好的發(fā)揮促進(jìn)就業(yè)的功能。從現(xiàn)行失業(yè)保險(xiǎn)制度運(yùn)行的狀況來(lái)看，嚴(yán)峻的就業(yè)形勢(shì)與失業(yè)保險(xiǎn)基金大量“賦閑”并存，說(shuō)明現(xiàn)行的失業(yè)保險(xiǎn)制度沒(méi)有發(fā)揮好促進(jìn)就業(yè)的作用，，迫切需要在這方面進(jìn)行相應(yīng)的調(diào)整和完善。 本文從這一角度出發(fā)，深入剖析失業(yè)保險(xiǎn)與促進(jìn)就業(yè)的內(nèi)在邏輯聯(lián)系，對(duì)現(xiàn)行失業(yè)保險(xiǎn)制度促進(jìn)就業(yè)的現(xiàn)狀進(jìn)行評(píng)述和反思，指出問(wèn)題所在，主要有：促進(jìn)就業(yè)導(dǎo)向不明顯，如限制了與促進(jìn)就業(yè)相關(guān)的基金支出、費(fèi)率機(jī)制設(shè)計(jì)不合理導(dǎo)致對(duì)企業(yè)增加雇用的反激勵(lì)、給付條件過(guò)寬起到了鼓勵(lì)自愿性失業(yè)的作用、給付方式單一抑制了失業(yè)者積極就業(yè)；另外覆蓋面小和統(tǒng)籌層次低限制了促進(jìn)就業(yè)功能的發(fā)揮。這些問(wèn)題的產(chǎn)生有失業(yè)保險(xiǎn)制度設(shè)計(jì)本身的因素，如特殊背景下以保障生活為主要目的的思路、計(jì)劃經(jīng)濟(jì)體制下的管理思維等影響了制度設(shè)計(jì)的方向；也有經(jīng)濟(jì)發(fā)展水平、地區(qū)差異、地方保護(hù)主義、管理水平等方面的因素。在借鑒國(guó)外發(fā)揮失業(yè)保險(xiǎn)促進(jìn)就業(yè)經(jīng)驗(yàn)的基礎(chǔ)上，結(jié)合我國(guó)國(guó)情，本文提出在促進(jìn)就業(yè)視角下完善失業(yè)保險(xiǎn)制度的一些政策建議。一是調(diào)整失業(yè)保險(xiǎn)基金的支出方向，擴(kuò)大失業(yè)保險(xiǎn)基金用于促進(jìn)就業(yè)的使用范圍并提高比例；二是以促進(jìn)就業(yè)為導(dǎo)向進(jìn)行制度的再設(shè)計(jì)，包括改進(jìn)失業(yè)保險(xiǎn)的費(fèi)率機(jī)制、嚴(yán)格審查失業(yè)保險(xiǎn)金的給付條件、將失業(yè)保險(xiǎn)金的給付方式由“單一式”調(diào)整為“遞減式”等；三是擴(kuò)大失業(yè)保險(xiǎn)的覆蓋面，逐步將農(nóng)民、靈活就業(yè)人員、新生勞動(dòng)力人口的納入失業(yè)保險(xiǎn)覆蓋范圍；四是提高失業(yè)保險(xiǎn)的統(tǒng)籌層次，逐步建立“省級(jí)統(tǒng)籌，中央調(diào)劑”的統(tǒng)籌模式。 本文的主要?jiǎng)?chuàng)新之處在于：在借鑒國(guó)外經(jīng)驗(yàn)的基礎(chǔ)上，將失業(yè)保險(xiǎn)與就業(yè)的相關(guān)理論結(jié)合具體實(shí)踐，有針對(duì)性的提出一些建議，彌補(bǔ)了現(xiàn)有研究的不足。例如筆者提出了行業(yè)失業(yè)率數(shù)據(jù)的獲取方法，設(shè)計(jì)了失業(yè)金累退的發(fā)放方式等。
[Abstract]:From the view of the world , it is the inevitable trend of the development of unemployment insurance system from the guarantee of life style to the promotion of employment type . From the domestic situation , the employment pressure of our country is large and will persist for a long time . It is a long - term task for our government to play a better role in promoting employment . From the current situation of the operation of unemployment insurance system , the severe employment situation and the large amount of " idle " of unemployment insurance fund coexist , indicating that the current unemployment insurance system has not played a good role in promoting employment , and there is an urgent need to adjust and perfect in this regard .

From this point of view , this paper deeply analyzes the internal logic relation between unemployment insurance and the promotion of employment , comments and rethinks about the current situation of promoting employment in the current unemployment insurance system , and points out that the problem lies in that the promotion of employment guidance is not obvious , such as the limitation of the fund expenditure related to the promotion of employment , the unreasonable design of the rate mechanism leads to the anti - incentive to increase the employment of enterprises , the overwidth of the payment condition has played an encouraging role in encouraging voluntary unemployment , and the benefit mode is a single inhibition of the active employment of the unemployed ;
Moreover , the low coverage and the low level of co - ordination have limited the function of promoting the function of employment . These problems result in the factors of the design of the unemployment insurance system , such as the idea of ensuring the life as the main purpose under the special background , the management thinking under the planned economy system and so on , which influence the direction of the system design ;
This paper puts forward some policy suggestions to improve the unemployment insurance system from the perspective of promoting employment . First , to adjust the expenditure direction of unemployment insurance fund , expand unemployment insurance fund to promote the use range of employment and raise the proportion ;
Second , to promote the re - design of employment - oriented system , including improving the rate mechanism of unemployment insurance , strictly reviewing the benefits of unemployment insurance , adjusting unemployment insurance benefits from " unitary " to " descending type " , etc . ;
Third , expand the coverage of unemployment insurance , gradually introduce farmers , flexible employment personnel and new labor force into the coverage of unemployment insurance coverage ;
The fourth is to improve the overall level of unemployment insurance , and gradually establish the integrated mode of " provincial integrated and centrally coordinated " .

The main innovation of this paper lies in that , based on the experience of foreign countries , the relevant theories of unemployment insurance and employment are combined with concrete practice . Some suggestions are put forward to make up the deficiencies of the existing research . For example , the author puts forward the method of obtaining unemployment data in the industry , and designs the distribution mode of unemployment benefits .
