【摘要】：養(yǎng)老問題所涉及的不僅僅是經(jīng)濟方面的問題，更是一個社會問題。長期以來，我國老年人的養(yǎng)老模式基本上是以家庭養(yǎng)老為主，雖然中途有過一段時間實施過農村養(yǎng)老保險制度，但是隨著改革開放和家庭聯(lián)產(chǎn)承包責任制的實施，舊的養(yǎng)老保險基本上退了出歷史舞臺。隨著計劃生育政策的長期實施，家庭規(guī)模變得越來越小，家庭養(yǎng)老模式受到了嚴重挑戰(zhàn)和威脅。2009年國務院發(fā)布《國務院關于開展新型農村社會養(yǎng)老保險試點的指導意見》（以下簡稱新農保），標志著我國新型農村社會養(yǎng)老保險正式產(chǎn)生。新型農村社會養(yǎng)老保險是解決我國當前人口老齡化，促進我國社會和諧，保障國家長治久安的一項重要的惠民工程，現(xiàn)如今，雖然新農保的推廣范圍已經(jīng)到達了全覆蓋的程度，然而在現(xiàn)實情況中新農保制度本身還存在一些缺陷和急需完善的地方，這在一定程度上嚴重阻礙了新農保的健康、可持續(xù)發(fā)展。如何使新農�？焖�、有效、健康可持續(xù)發(fā)展是解決我國當前老齡化問題的關鍵所在。 本文以W縣新型農村社會養(yǎng)老保險的調研為基礎，對新農保制度設計、制度可持續(xù)發(fā)展和新農保監(jiān)督機制等方面進行深入探討和分析。W縣屬河南省開封市，是河南省第三批新農保試點縣，共有城鄉(xiāng)居民約100萬人，其中農業(yè)人口90%以上，是中原大地上一個典型的農業(yè)縣。W縣從開始實施新農保到現(xiàn)在推行了兩年多的時間，取得了較好的反響和效果，新農保得到了很多農村居民的接受和認可。但是由于新農保工作尚處于試點推廣階段，又在W縣這樣一個欠發(fā)達的中部農業(yè)縣推行難免會遇到種種困難和阻力，會暴露出這樣或那樣的問題。本文通過對河南省W縣的實地調研，得到大量有用和詳實的調研資料，，同時運用SPSS統(tǒng)計分析軟件對相關數(shù)據(jù)和資料進行詳細的研究，準確和直觀的反映出新農保制度在推行過程中所遇到的阻力、自身所存在的不足，以及影響農民參保積極性的一系列問題。同時從可持續(xù)發(fā)展的基本原則出發(fā)，在實地調研所得數(shù)據(jù)的基礎上，從新農保的各個操作層面去剖析，力求推動我國這項最重要的惠農工程之一快速、有效、健康、可持續(xù)發(fā)展。 總之，新型農村社會養(yǎng)老保險制度應該不僅要滿足當代農民的養(yǎng)老需要，而且還要讓子孫后代都享受到這項“惠民”政策。但是，沒有任何一種制度是可以一成不變又能夠永久適合一個國家的發(fā)展的。新農保制度也是一樣，它不僅僅要與當代中國的政治、經(jīng)濟、文化等外部環(huán)境相適應，而且應該能夠和這些至關重要的因素相協(xié)調，從而不斷地發(fā)展和完善，成為一種永續(xù)發(fā)展、不斷完善的農村社會保障制度，使得今后的每一代農民都能夠享受到這項制度所提供的保障實惠。因此本文通過制度的可持續(xù)發(fā)展為著眼點對新農保在運行的過程中出現(xiàn)的問題進行了深刻的思考、分析和研究，并提出可行性的建議，對新農保政策的改進、完善與推廣都具有一定的積極影響。
[Abstract]:With the long - term implementation of the family planning policy , the old endowment insurance system has been seriously challenged and threatened . In 2009 , the State Council issued the State Council ' s guidance on the implementation of the new rural social endowment insurance . The new rural social endowment insurance system has seriously hindered the health and sustainable development of the new rural social endowment insurance .

Based on the research of the new rural social endowment insurance in W County , this paper discusses and analyzes the design of new agriculture insurance system , the sustainable development of the system and the supervision mechanism of new agriculture .

In conclusion , the new rural social endowment insurance system should not only meet the needs of the modern peasant ' s pension , but also the future generations to enjoy the " Humin " policy . However , there is no one system which can be used for the development of a country . However , it is not only necessary to coordinate with the external environment such as politics , economy , culture and so on in contemporary China , but also to develop and perfect the rural social security system , so that every generation of farmers in the future can enjoy the guarantee benefits offered by the system . Therefore , the paper puts forward some suggestions on the feasibility , and has a positive influence on the improvement , perfection and promotion of the new agricultural insurance policy .
