【摘要】：改革開放以來,我國市場經濟改革不斷深化。尤其在我國加入世界貿易組織后,農業(yè)的生產與發(fā)展出現了一系列新的變化。農業(yè)現代化也已然成為我國農業(yè)發(fā)展的新方向、新目標,這對內蒙古政府在政策性農業(yè)保險的補貼工作上提出了新的要求與新的期望。目前,內蒙古自然災害多發(fā),這給我區(qū)的農業(yè)生產帶來了不小的風險。面對這些風險,政策性農業(yè)保險無疑是抵御農業(yè)生產風險的優(yōu)選工具。明確政府在政策性農業(yè)保險中的具體責任,依靠國家相關政策來保障農民的生產質量與生產安全,保證農民的收入穩(wěn)定,保障國家的食品安全已經成為我國農村經濟發(fā)展的重要戰(zhàn)略選擇,也是內蒙古發(fā)展農村經濟的必由之路。本文站在補貼角度,通過對內蒙古政策性農業(yè)保險財政補貼過程中出現的具體問題進行分析,對國外政策性農業(yè)保險財政補貼的特點進行了歸納,對當前政策性農業(yè)保險所處的法律、政策等環(huán)境進行分析。詳細闡述了內蒙古政策性農業(yè)保險財政補貼的具體現狀,通過在實際工作中遇到的問題,找到導致補貼問題的具體原因。最終依據內蒙古自身特點,借鑒國外農業(yè)保險財政補貼模式和補貼經驗對內蒙古財政補貼中現存的問題提出了相應的解決措施與建議�；谏鲜鲅芯�,作者認為想要解決內蒙古政策性農業(yè)保險在財政補貼過程中出現的問題,就要緊密結合內蒙古農村的具體情況,從實際出發(fā)、因地制宜,滿足廣大農民對內蒙古政策性農業(yè)保險的合理需求。政府相關部門要加強立法,不斷拓寬補貼品種,完善財政補貼方式,加大財政補貼力度,加強對財政補貼工作的監(jiān)管;保險公司要研發(fā)保險新產品,加強基層網點建設與隊伍建設;以政府為主導落實財政補貼政策,處理好各主體間關系,做好財政補貼政策的宣傳工作,厚植發(fā)展優(yōu)勢。
[Abstract]:Since reforming and opening, our country market economy reform deepens ceaselessly. Especially after China's entry into WTO, a series of new changes have appeared in agricultural production and development. Agricultural modernization has also become a new direction and goal of agricultural development in China, which puts forward new requirements and new expectations for the government of Inner Mongolia to subsidize policy agricultural insurance. At present, frequent natural disasters in Inner Mongolia, which brought not small risks to agricultural production in our region. In the face of these risks, policy-based agricultural insurance is undoubtedly an excellent tool to resist the risk of agricultural production. Make clear the specific responsibility of the government in policy-oriented agricultural insurance, rely on the relevant policies of the state to ensure the production quality and production safety of farmers, ensure the stability of farmers' income, To ensure the national food safety has become an important strategic choice for the development of rural economy in China, and is also the only way to develop rural economy in Inner Mongolia. From the perspective of subsidies, this paper analyzes the specific problems in the process of financial subsidies for policy-oriented agricultural insurance in Inner Mongolia, and sums up the characteristics of financial subsidies for foreign policy-oriented agricultural insurance. The current policy of agricultural insurance in the law, policy environment analysis. This paper expounds in detail the current situation of the financial subsidy for policy-oriented agricultural insurance in Inner Mongolia, and finds out the specific reasons leading to the subsidy problem through the problems encountered in the practical work. Finally, according to Inner Mongolia's own characteristics, drawing lessons from foreign agricultural insurance financial subsidy model and subsidy experience, this paper puts forward corresponding measures and suggestions to solve the existing problems in Inner Mongolia's financial subsidy. Based on the above research, the author thinks that in order to solve the problems of the policy agricultural insurance in the process of financial subsidy in Inner Mongolia, it is necessary to closely combine the specific conditions of Inner Mongolia rural areas, proceed from the actual situation, and take measures according to local conditions. To meet the majority of farmers in Inner Mongolia policy agricultural insurance reasonable demand. The relevant government departments should strengthen legislation, continuously broaden the variety of subsidies, improve the way of financial subsidies, increase the intensity of financial subsidies, and strengthen supervision over the work of financial subsidies; insurance companies should develop new insurance products. Strengthen the construction of grass-roots network and team building, take the government as the leading implementation of the financial subsidy policy, deal with the relationship between the main bodies, do a good job in the propaganda of the financial subsidy policy, and develop advantages.
