【摘要】：黨的十八大報(bào)告指出,要以全面覆蓋,保障居民基本生活和可持續(xù)為方針,重點(diǎn)增強(qiáng)公平性,適應(yīng)性、流動(dòng)性和可持續(xù)性,構(gòu)建全面覆蓋城鄉(xiāng)居民的社會(huì)保障體系。我國(guó)農(nóng)村人口老齡化加快,農(nóng)村居民養(yǎng)老需求旺盛,與城鎮(zhèn)養(yǎng)老保障水平相差較大的背景下,完善新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度,是保障農(nóng)村和諧穩(wěn)定不可或缺的基礎(chǔ)之一,也是我國(guó)實(shí)施統(tǒng)一的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度,形成健全的城鄉(xiāng)統(tǒng)籌社會(huì)保障體系必由之路。云南社會(huì)經(jīng)濟(jì)發(fā)展相對(duì)落后,新農(nóng)保制度實(shí)施時(shí)間不長(zhǎng),雖然新農(nóng)保繳費(fèi)率與全國(guó)水平相比較高,但是參保農(nóng)民選擇的繳費(fèi)檔次偏低,這個(gè)問(wèn)題在實(shí)踐和研究中并沒(méi)有得到足夠重視。因此,研究繳費(fèi)檔次偏低原因,分析新農(nóng)保個(gè)人賬戶繳費(fèi)檔次選擇的影響因素,消除農(nóng)民疑慮和擔(dān)憂,激發(fā)農(nóng)民繳費(fèi)熱情,對(duì)云南乃至全國(guó)同類縣(市)推進(jìn)新農(nóng)保制度可持續(xù)發(fā)展都有重要的借鑒意義和現(xiàn)實(shí)意義。 本文在相關(guān)理論的基礎(chǔ)上,利用對(duì)云南地區(qū)的511份問(wèn)卷調(diào)查數(shù)據(jù),分析了云南現(xiàn)階段新農(nóng)保實(shí)施狀況和當(dāng)前存在的問(wèn)題,然后用調(diào)查中已參保者的398份調(diào)查數(shù)據(jù)進(jìn)行因子分析,構(gòu)建了云南新農(nóng)保個(gè)人賬戶繳費(fèi)檔次選擇因素模型,對(duì)云南新農(nóng)保影響因素做出總體評(píng)價(jià),并對(duì)如何引導(dǎo)農(nóng)民合理選擇繳費(fèi)檔次提出相應(yīng)對(duì)策。
[Abstract]:The report of the 18th National Congress of the Communist Party of China (CPC) pointed out that the principle of comprehensive coverage, ensuring the basic life and sustainability of the residents should be taken as the policy, with emphasis on enhancing fairness, adaptability, mobility and sustainability, and constructing a social security system that comprehensively covers urban and rural residents. Under the background that the aging of rural population is accelerated and the demand of rural residents for the aged is exuberant, the improvement of the new rural social old-age insurance system is one of the indispensable foundations to ensure the harmony and stability of the rural areas. It is also the only way to implement the unified endowment insurance system for urban and rural residents and to form a sound urban-rural overall planning social security system. The social and economic development of Yunnan is relatively backward, and the new rural insurance system has not been implemented for a long time. Although the contribution rate of the new rural insurance is relatively high compared with the national level, the level of contributions chosen by the insured farmers is on the low side. This problem has not received enough attention in practice and research. Therefore, to study the reasons for the lower grade of payment, to analyze the factors that affect the selection of the grade of payment of the personal account of the new rural insurance, to remove the doubts and worries of farmers, and to stimulate the enthusiasm of farmers to pay the fees. It has important reference and practical significance for Yunnan and even the same counties (cities) in China to promote the sustainable development of the new rural insurance system. On the basis of relevant theories, this paper makes use of 511 questionnaire survey data in Yunnan region to analyze the current situation of the implementation of new rural insurance in Yunnan and the existing problems, and then carries on factor analysis with 398 survey data of the insured in the survey. This paper constructs the selection factor model of Yunnan New Rural Insurance personal account, makes a general evaluation on the influencing factors of Yunnan New Rural Insurance, and puts forward the corresponding countermeasures on how to guide farmers to choose the payment level reasonably.
