【摘要】：正中國(guó)的養(yǎng)老保險(xiǎn)制度改革,經(jīng)過二十余年的探索和實(shí)踐,已經(jīng)取得了顯著的成效,但由于制度的整體安排、改革措施的一致性等原因,使養(yǎng)老保險(xiǎn)制度在不斷發(fā)展中顯露出一些問題。其中,導(dǎo)致企業(yè)與機(jī)關(guān)事業(yè)單位退休人員養(yǎng)老保險(xiǎn)待遇差距懸殊的養(yǎng)老保險(xiǎn)雙軌制,已在近年來成為一個(gè)越來越突出、引起社會(huì)廣泛關(guān)注的社會(huì)問題,成為影響社會(huì)和諧的問題之一。養(yǎng)老保險(xiǎn)制度的雙軌運(yùn)行使機(jī)關(guān)事業(yè)單位職工與企業(yè)職工之間的養(yǎng)老金差距大,影響了社會(huì)公平,也阻礙了人才的合理流動(dòng)。
[Abstract]:The reform of the old-age insurance system in China has achieved remarkable results after more than 20 years of exploration and practice. However, due to the overall arrangement of the system and the consistency of the reform measures, Make endowment insurance system in constant development to reveal some problems. Among them, the two-track pension insurance system, which leads to the disparity between the pension insurance benefits of retired personnel in enterprises and institutions, has become a social problem that has become more and more prominent in recent years and has aroused widespread social concern. Become one of the problems affecting social harmony. The two-track operation of the old-age insurance system makes the pension gap between the staff and workers of the institutions and enterprises big, which affects the social equity and hinders the rational flow of talents.
