【摘要】：借鑒日本的經(jīng)驗,結(jié)合我國重大疾病保障制度實施現(xiàn)狀,為我國重大疾病保障的改革與完善提供建議。從政策發(fā)展歷程、主要內(nèi)容及政策特點等方面對日本高額療養(yǎng)費制度和特定疾患財政補貼兩種政策進行解讀和評價�？赏ㄟ^按收入水平設(shè)置不同起付線、制定一系列減負(fù)措施、對特定疾病實施按病種補償方式等來提升重大疾病保障水平。
[Abstract]:Based on the experience of Japan and the status quo of the implementation of China ' s major disease guarantee system , this paper analyzes and evaluates the reform and improvement of China ' s major disease guarantee system . From the course of policy development , the main content and the policy features , we can set up a series of negative measures to improve the level of major disease assurance by setting different pay lines according to the income level , developing a series of negative measures , and carrying out a series of negative measures for the specific diseases .
