唐山市豐潤區(qū)“新農(nóng)!敝贫瓤沙掷m(xù)發(fā)展的政府責(zé)任研究

【摘要】:我國作為一個農(nóng)業(yè)大國,“老有所養(yǎng)”是中華民族的傳統(tǒng)美德,然而,隨著經(jīng)濟(jì)發(fā)展和社會變遷,傳統(tǒng)農(nóng)村養(yǎng)老方式不可避免地陷人了困境,遭遇到前所未有的沖擊和削弱。土地保障功能備受沖擊、家庭結(jié)構(gòu)模式變遷、農(nóng)村人口老齡化和農(nóng)民消費(fèi)方式改變等因素使老年人的供養(yǎng)缺乏穩(wěn)定性且隱藏著風(fēng)險,農(nóng)村養(yǎng)老問題在農(nóng)村的形勢正變得十分嚴(yán)峻,因此必須在廣大農(nóng)村地區(qū)推行養(yǎng)老保險。2012年11月8日,胡錦濤同志在黨的十八大報告中,指出要本著全覆蓋、保基本、多層次、可持續(xù)的方針,把增強(qiáng)公平性、適應(yīng)流動性、保證可持續(xù)性作為工作重點(diǎn),全面建成覆蓋城鄉(xiāng)居民的社會保障體系。“新農(nóng)!敝贫仍邳h的十八大之后已經(jīng)構(gòu)成基本的制度框架,但并不表示其制度設(shè)計就此完成,在實(shí)際實(shí)施過程中,“新農(nóng)保”常會遇到很多的阻力和考驗(yàn),尤其是其在具體的推行過程中具體存在哪些問題并對其可采取的應(yīng)對之策進(jìn)行具體的探究就非常重要,這有利于提高廣大農(nóng)村地區(qū)居民的生活水平;诖,本文以河北省唐山市豐潤區(qū)為具體的研究實(shí)例,在本區(qū)“新農(nóng)!敝贫绕鸩健⒏采w的基礎(chǔ)上,如何讓“新農(nóng)!痹诂F(xiàn)有基礎(chǔ)上實(shí)現(xiàn)可持續(xù)發(fā)展是本文的研究重點(diǎn),同時探討政府在“新農(nóng)保”實(shí)現(xiàn)可持續(xù)發(fā)展方面應(yīng)該承擔(dān)的責(zé)任。本文主要研究的內(nèi)容包括兩大方面,一是結(jié)合河北省唐山市豐潤區(qū)“新農(nóng)保”的具體發(fā)展情況和政府責(zé)任的實(shí)際,對河北省唐山市豐潤區(qū)農(nóng)村社會養(yǎng)老保險制度進(jìn)行客觀分析,從而為有效實(shí)施農(nóng)村社會養(yǎng)老保險工作奠定基礎(chǔ)。二是根據(jù)豐潤區(qū)地方政府在農(nóng)村社會養(yǎng)老保險中應(yīng)該承擔(dān)的各項(xiàng)重要責(zé)任,提出豐潤區(qū)推行新型農(nóng)村社會養(yǎng)老保險地方政府責(zé)任缺失的表現(xiàn),并對這些問題從觀念層面、法規(guī)建設(shè)及監(jiān)管機(jī)制方面給出促進(jìn)豐潤區(qū)地方政府履行責(zé)任的對策建議。本文通過對唐山市豐潤區(qū)“新農(nóng)!敝贫瓤沙掷m(xù)發(fā)展中政府責(zé)任的研究,尤其是利用調(diào)查問卷和訪談的方法,切實(shí)的了解到了在唐山市豐潤區(qū),“新農(nóng)保”制度可持續(xù)發(fā)展受多方面因素的影響,而由于豐潤區(qū)政府行政層次不高,在統(tǒng)籌“新農(nóng)!睂(shí)行方面政府責(zé)任明顯缺失,不利于該區(qū)“新農(nóng)!闭叩目沙掷m(xù)發(fā)展的結(jié)論。
[Abstract]:As a big agricultural country, it is the traditional virtue of the Chinese nation to raise a sense of security for the elderly. However, with the development of economy and social changes, the traditional way of providing for the aged in rural areas inevitably falls into the predicament of people and encounters unprecedented impact and weakening. Factors such as the impact of land security function, the change of family structure pattern, the aging of rural population and the change of farmers' consumption mode make the support of the elderly lack of stability and hidden risks. The problem of providing for the aged in rural areas is becoming very serious, so it is necessary to implement old-age insurance in the vast rural areas. On November 8, 2012, Comrade Hu Jintao pointed out in the report of the 18th National Congress of the Party that the policy should be based on full coverage, basic and multi-level coverage. A sustainable policy to enhance equity, adapt to mobility, and ensure sustainability as the focus of work, the overall completion of the social security system covering urban and rural residents. The "New Rural Insurance" system has formed the basic institutional framework after the 18th National Congress of the Party, but it does not mean that its system design has been completed. In the actual implementation process, the "New Rural Insurance" often meets with a lot of resistance and tests. In particular, it is very important to explore the specific problems in the process of implementation and the countermeasures it can take, which will help to improve the living standards of the majority of rural residents. Based on this, this paper takes Fengrun District of Tangshan City, Hebei Province as a concrete research example, on the basis of the beginning and coverage of the "New Rural Insurance" system in this area, how to make the "New Rural Insurance" realize sustainable development on the existing basis is the focus of this paper. At the same time, this paper discusses the responsibility of government in realizing sustainable development of New Rural Insurance. The main contents of this paper include two aspects. One is to objectively analyze the rural social endowment insurance system in Fengrun District, Tangshan City, Hebei Province, combining with the specific development situation of "New Rural Insurance" and the reality of government responsibility in Fengrun District of Tangshan City, Hebei Province. Thus lay the foundation for the effective implementation of rural social endowment insurance work. Secondly, according to the important responsibility that the local government of Fengrun District should undertake in the rural social old-age insurance, the paper puts forward the expression of the lack of the local government's responsibility to carry out the new type of rural social old-age insurance in Fengrun District, and puts forward the concept of these problems. In the aspect of law construction and supervision mechanism, the countermeasures and suggestions are given to promote the local governments in Fengrun District to fulfill their responsibilities. Through the study of the government responsibility in the sustainable development of the "New Rural Insurance" system in Fengrun District of Tangshan City, especially through the methods of questionnaire and interview, this paper has got a good understanding of the situation in Fengrun District of Tangshan City. The sustainable development of the "New Rural Insurance" system is affected by many factors. However, due to the low administrative level of the Fengrun District Government, there is an obvious lack of government responsibility in coordinating the implementation of the "New Rural Insurance system". The conclusion is unfavorable to the sustainable development of the "New Rural Insurance" policy in this area.
