【摘要】：在構(gòu)建社會主義和諧社會的進(jìn)程中，建立覆蓋全體社會公民的醫(yī)療保障體系是中央及各級政府的一項重要職責(zé)。隨著我國社會主義市場經(jīng)濟(jì)體制的建立和不斷完善，建立全民醫(yī)療保障制度受到黨中央和國務(wù)院的高度重視。城鎮(zhèn)居民醫(yī)療保險是國家建立、試行的一項新型社會醫(yī)療保險制度，該制度由國務(wù)院于2007年7月10日提出，并選擇有條件的部分城市啟動試行，2008年擴(kuò)大試點范圍，2010年在全國全面推開，當(dāng)前城鎮(zhèn)居民醫(yī)療保險仍屬于試行階段。包頭市作為第一批試點城市，包頭市政府扮演著城鎮(zhèn)居民醫(yī)療保險的推行者與指導(dǎo)者，在包頭市城鎮(zhèn)居民醫(yī)療保險試行中承擔(dān)著舉足輕重的責(zé)任，因此，明確包頭市政府在城鎮(zhèn)居民醫(yī)療保險中的責(zé)任，有助于不斷完善試行中的城鎮(zhèn)居民醫(yī)療保險制度，，保障居民的基本利益。 論文在闡述城鎮(zhèn)居民醫(yī)療保險與政府責(zé)任基本理論的基礎(chǔ)上，根據(jù)城鎮(zhèn)居民醫(yī)療保險的運(yùn)行模式，結(jié)合法律規(guī)定的政府與城鎮(zhèn)居民醫(yī)療保險中各主體間的義務(wù)，提出包頭市政府在城鎮(zhèn)居民醫(yī)療保險中應(yīng)承擔(dān)制度設(shè)計責(zé)任、財政責(zé)任和監(jiān)督管理責(zé)任等；通過對國家、省市政府頒布的文件資料及實地調(diào)研資料的分析與研究，梳理了包頭市城鎮(zhèn)居民醫(yī)療保險制度的建立與發(fā)展，總結(jié)陳述了包頭市政府履行城鎮(zhèn)居民醫(yī)療保險責(zé)任的現(xiàn)狀，針對包頭市政府在履行責(zé)任中存在的制度設(shè)計不完善、財政投入與配置不合理及監(jiān)管機(jī)制不健全等問題，結(jié)合理論知識和調(diào)研意見，理論聯(lián)系實踐，提出了強(qiáng)化包頭市城鎮(zhèn)居民醫(yī)療保險中政府責(zé)任的對策。
[Abstract]:In the process of building a harmonious socialist society, it is an important duty of the central government and the governments at all levels to establish a medical security system covering all the citizens of the society. With the establishment and improvement of socialist market economic system, the establishment of national medical security system has been attached great importance to by the CPC Central Committee and the State Council. The medical insurance for urban residents is a new social medical insurance system established and tried by the state, which was put forward by the State Council on July 10, 2007. And selected conditional part of the cities to start trial, in 2008 to expand the scope of the pilot, in 2010 in the whole country to open, the current urban residents medical insurance is still in the trial stage. Baotou city as the first pilot city, Baotou city government acts as the implementation of urban residents medical insurance and guide, in Baotou urban residents medical insurance pilot play a pivotal responsibility, therefore, Making clear the responsibility of Baotou city government in the medical insurance of urban residents is helpful to improve the system of medical insurance for urban residents and to protect the basic interests of the residents. On the basis of expounding the basic theory of urban residents' medical insurance and government responsibility, according to the operation mode of urban residents' medical insurance, combined with the obligation of each subject in the medical insurance between the government and the urban residents stipulated by law. The paper puts forward that the Baotou municipal government should bear the responsibility of system design, financial responsibility and supervision and management in the medical insurance of urban residents, and through the analysis and study of the documents and materials issued by the state, provincial and municipal governments, as well as the field investigation and research materials, This paper combs the establishment and development of the medical insurance system for the urban residents in Baotou city, summarizes and states the present situation of the government of Baotou city in carrying out the responsibility of the medical insurance of the urban residents, aiming at the imperfect design of the system existing in the implementation of the responsibility of the Baotou city government. This paper puts forward some countermeasures to strengthen the government's responsibility in the medical insurance of the urban residents of Baotou city, combining with the theoretical knowledge and investigation opinions, combining the unreasonable financial input and allocation, and the imperfect supervision mechanism, and connecting the theory with practice.
