【摘要】：新型農(nóng)村合作醫(yī)療制度是農(nóng)村社會(huì)保障體系的重要組成部份，它給廣大農(nóng)民帶來了真正的實(shí)惠，發(fā)揮了可喜的社會(huì)效益。從多個(gè)維度分析和研究新型農(nóng)村合作醫(yī)療制度的運(yùn)行情況，有助于發(fā)現(xiàn)制度存在的問題進(jìn)而找出解決辦法，確保其長(zhǎng)期處于良性運(yùn)行軌道。 本文通過對(duì)遂寧市1000名農(nóng)民及衛(wèi)生局干部、新農(nóng)合管理機(jī)構(gòu)工作人員的問卷調(diào)查及研究分析，深入發(fā)掘影響新農(nóng)合持續(xù)健康運(yùn)行的深層次原因，為新農(nóng)合制度的進(jìn)一步完善作參考。在本文研究過程中主要采用了文獻(xiàn)研究法、實(shí)證研究法、問卷調(diào)查法、歸納總結(jié)法，將定性分析法和定量分析法進(jìn)行了有效的結(jié)合。全文共分五個(gè)部份，研究背景與研究意義，研究設(shè)計(jì)（研究方法）介紹，研究結(jié)果的分析討論，對(duì)策、建議，結(jié)論。 第一部分，對(duì)新農(nóng)合的制度內(nèi)容及特點(diǎn)進(jìn)行了介紹，對(duì)課題研究的背景與意義進(jìn)行了說明，同時(shí)簡(jiǎn)要介紹了文章的研究?jī)?nèi)容及主要?jiǎng)?chuàng)新點(diǎn)。 第二部分，對(duì)于課題的研究設(shè)計(jì)進(jìn)行了介紹，主要包含有課題調(diào)查的目的、樣本的選取、問卷設(shè)計(jì)等內(nèi)容。 第三部分，對(duì)于調(diào)查結(jié)果進(jìn)行歸納并進(jìn)行分析和討論。首先對(duì)于遂寧市新型農(nóng)村合作醫(yī)療制度運(yùn)行基本情況調(diào)查結(jié)果、該制度的建立與發(fā)展、實(shí)施情況及績(jī)效評(píng)估情況進(jìn)行了介紹。第二、提出遂寧市新型農(nóng)村合作醫(yī)療制度運(yùn)行中存在的問題并進(jìn)行原因分析，主要是：財(cái)政投入不足且未統(tǒng)籌考慮；宣傳動(dòng)員工作有待進(jìn)一步加強(qiáng)；基金籌集機(jī)制缺失；地方利益保護(hù)；新機(jī)構(gòu)的設(shè)置不科學(xué)；政策脫離實(shí)際與醫(yī)療機(jī)構(gòu)的逐利；基本醫(yī)保制度管理部門分立；新農(nóng)合立法滯后等。 第四部份，對(duì)于課題研究提出對(duì)策、建議。主要是：不斷加強(qiáng)基層醫(yī)療衛(wèi)生服務(wù)體系建設(shè)；雙管齊下、加強(qiáng)宣傳力度；建立多元化的籌資機(jī)制；簡(jiǎn)化報(bào)銷手續(xù)、提高服務(wù)質(zhì)量；轉(zhuǎn)變政府職能，，在管理模式中引入商業(yè)保險(xiǎn)；加強(qiáng)政府監(jiān)督與管理，提高基金社會(huì)效益；積極配合醫(yī)保統(tǒng)管劃歸人社部門；加快立法步伐、強(qiáng)化行政監(jiān)管、構(gòu)建無縫隙監(jiān)管體系。 第五部份，結(jié)論
[Abstract]:The new rural cooperative medical system is an important part of the rural social security system. To analyze and study the operation of the new rural cooperative medical system from multiple dimensions is helpful to find out the problems existing in the system and to find out the solution to ensure that it is on a benign track for a long time. Based on the questionnaire survey and analysis of 1000 peasants and health bureau cadres in Suining city and the staff of the new rural cooperative management organization, this paper explores the deep-seated reasons that affect the sustainable and healthy operation of the new rural cooperative cooperation. For the further improvement of the new system of rural cooperation for reference. In the course of this study, we mainly adopt the literature research method, the empirical research method, the questionnaire survey method, the induction and summary method, and combine the qualitative analysis method and the quantitative analysis method effectively. The paper is divided into five parts: the research background and research significance, the introduction of research design (research methods), the analysis and discussion of research results, the countermeasures, suggestions and conclusions. The first part introduces the content and characteristics of the NCMS system, explains the background and significance of the research, and briefly introduces the research content and main innovation points of the paper. In the second part, the research and design of the project are introduced, including the purpose of the research, the selection of samples, the design of the questionnaire and so on. The third part, the survey results are summarized and analyzed and discussed. First of all, it introduces the results of the investigation on the operation of the new rural cooperative medical system in Suining, the establishment and development of the system, the implementation and the performance evaluation. Second, put forward the problems existing in the operation of the new rural cooperative medical system in Suining and analyze the reasons, mainly: insufficient financial investment and no overall consideration; the propaganda and mobilization work needs to be further strengthened; the lack of fund raising mechanism; Protection of local interests; unscientific setting of new institutions; policy deviation from reality and profit driven by medical institutions; separation of management departments of basic medical insurance system; lag of legislation on new rural cooperation and so on. The fourth part, put forward the countermeasure and suggestion for the subject research. They are: continuously strengthening the construction of the primary medical and health service system; strengthening publicity efforts through a two-pronged approach; establishing a diversified financing mechanism; simplifying reimbursement procedures and improving the quality of services; and transforming government functions. Commercial insurance should be introduced into the management mode; the supervision and management of government should be strengthened to improve the social benefit of the fund; the unified management of medical insurance should be assigned to the social departments; the legislative step should be quickened, the administrative supervision should be strengthened, and the seamless supervision system should be constructed.
