【摘要】：作為中國(guó)一個(gè)特殊的醫(yī)療保障制度，農(nóng)村合作醫(yī)療制度曾得到世界衛(wèi)生組織和世界銀行的贊譽(yù)。但是80年代之后，農(nóng)村的經(jīng)濟(jì)體制發(fā)生變革。以集體經(jīng)濟(jì)為依托的農(nóng)村合作醫(yī)療的發(fā)展遇到了瓶頸，覆蓋范圍大幅度下降。雖然在90年代“重建”和“試點(diǎn)”，但就目前情況來(lái)看，為了緩解廣大農(nóng)民就醫(yī)難、看病難的現(xiàn)實(shí)情況，建立新的農(nóng)村醫(yī)療保障制度迫在眉睫。只有這樣才能滿足農(nóng)民的醫(yī)療需求，使農(nóng)民的身體健康以及農(nóng)村和城市協(xié)調(diào)發(fā)展更上一個(gè)新的臺(tái)階。以保證社會(huì)的穩(wěn)定和可持續(xù)發(fā)展。本文意在對(duì)這個(gè)問(wèn)題作初步的探討。通過(guò)闡述新型農(nóng)村醫(yī)療合作的研究背景，指出研究該問(wèn)題對(duì)于完善我國(guó)醫(yī)療保障體系的具有十分重要的現(xiàn)實(shí)意義。通過(guò)明確社會(huì)保障和農(nóng)村合作醫(yī)療的概念及相關(guān)理論以加深讀者對(duì)二者的區(qū)分和明確其中的從屬關(guān)系。我國(guó)農(nóng)村醫(yī)療保障體系的演進(jìn)與變遷使得我們更深入的認(rèn)識(shí)到構(gòu)建新型農(nóng)村醫(yī)療合作體系的必要性和緊迫性，通過(guò)分析原有的農(nóng)村醫(yī)療保障體系的成因及特性，與中國(guó)現(xiàn)有的農(nóng)村醫(yī)療保障制度的現(xiàn)狀與問(wèn)題相比較。并且在綜合分析的基礎(chǔ)上提出如何從不同維度來(lái)完善農(nóng)村醫(yī)療合作體系。文章最后指出構(gòu)建農(nóng)村新型醫(yī)療合作體系的具體途徑和方法，也是本文的創(chuàng)新點(diǎn)所在。通過(guò)推廣大病醫(yī)療保險(xiǎn)構(gòu)建城市鄉(xiāng)村一體化社區(qū)衛(wèi)生服務(wù)體系，建立新型的醫(yī)療衛(wèi)生籌資模式等方法來(lái)改善我國(guó)現(xiàn)存的農(nóng)村醫(yī)療合作的現(xiàn)狀，消除該體系的弊端。努力維護(hù)農(nóng)民的醫(yī)療保障權(quán)益。在農(nóng)村的不發(fā)達(dá)地區(qū)，特別是貧困地區(qū)推廣和完善合作醫(yī)療模式。以求高效率低成本地改善我國(guó)醫(yī)療合作體系的不足。
[Abstract]:As a special medical security system in China, the rural cooperative medical system has been praised by the WHO and the world bank. But after 80s, the economic system of the rural areas has changed. The development of rural cooperative medical care based on the collective economy has met the bottleneck, and the coverage of the rural cooperative medical system has been greatly reduced. Although in 90s, it is "heavy". In view of the current situation, it is urgent to set up a new rural medical security system in order to alleviate the difficulties of the farmers and the difficulties of seeing the disease. Only in this way can the farmers' medical needs be met, the health of the farmers and the coordinated development of rural and city cities are more advanced. Stability and sustainable development. This article is intended to make a preliminary discussion on this problem. Through the elaboration of the research background of the new rural medical cooperation, it is pointed out that it is of great practical significance to improve the medical security system in China. The reader's distinction between the two and the subordinate relationship. The evolution and change of the rural medical security system in China makes us more aware of the necessity and urgency of constructing a new rural medical cooperation system, and through the analysis of the causes and characteristics of the original rural medical security system and the existing rural medical security in China. The present situation of the system is compared with the problems. And on the basis of comprehensive analysis, the paper puts forward how to improve the rural medical cooperation system from different dimensions. Finally, the article points out the concrete ways and methods of building a new rural medical cooperation system, which is also the innovation point of this article. In order to improve the current situation of the rural medical cooperation in China and eliminate the disadvantages of the system, the health service system of the district and the new mode of medical and health financing are set up to improve the rights and interests of the farmers' medical security. In the underdeveloped areas in the rural areas, especially in the poor areas, the cooperative medical model is popularized and finished in order to achieve high efficiency and low local level.
