【摘要】：近年來,隨著我國城鎮(zhèn)化、城市化的縱深推進,產(chǎn)生了失地農(nóng)民這一社會群體,而且數(shù)量還在急速增加。解決好失地農(nóng)民社會保障問題,關(guān)系到社會的全面可持續(xù)發(fā)展。筆者工作的甘肅省平?jīng)鍪性诔鞘谢倪M程中,同樣面臨這一問題。失地農(nóng)民的妥善安置與社會保障問題已成為影響平?jīng)鍪蟹�(wěn)定發(fā)展的重要因素,需要慎重對待。所以筆者選擇對甘肅省平?jīng)鍪惺У剞r(nóng)民社會保障問題進行研究,希望本文能夠為平?jīng)鍪谐鞘谢M程中失地農(nóng)民的權(quán)益保障提供參考,為推進平?jīng)鍪薪?jīng)濟社會的全面可持續(xù)發(fā)展、全面建設(shè)社會主義新農(nóng)村提供依據(jù)。 本文以平?jīng)鍪嗅轻紖^(qū)為例,通過對平?jīng)鍪嗅轻紖^(qū)柳湖鄉(xiāng)失地農(nóng)民的實地走訪、座談交流、深度訪談以及調(diào)閱相關(guān)文檔,對平?jīng)鍪惺У剞r(nóng)民的生存環(huán)境、經(jīng)濟現(xiàn)狀、就業(yè)現(xiàn)狀、心理現(xiàn)狀進行了描述,認(rèn)為平?jīng)鍪惺У剞r(nóng)民在社會保障方面存在著養(yǎng)老保險制度完全落實有困難、醫(yī)療保險制度難以有效銜接、失業(yè)保險執(zhí)行上處于零狀態(tài)等問題。論文隨后對存在這些問題的主客觀原因進行了分析,提出要解決平?jīng)鍪惺У剞r(nóng)民的社會保障問題,應(yīng)當(dāng)嚴(yán)格界定土地征用權(quán),逐步建立健全失地農(nóng)民社會保障機制,加強對政府征地行為的監(jiān)管。
[Abstract]:In recent years, with the development of urbanization and urbanization in China, landless farmers have emerged as a social group, and the number is increasing rapidly. To solve the social security problem of land-lost farmers is related to the overall sustainable development of society. The author also faces this problem in the process of urbanization in Pingliang City, Gansu Province. The proper placement and social security of landless farmers have become an important factor affecting the stable development of Pingliang City and need to be treated with caution. Therefore, the author chooses to study the social security problems of land-lost farmers in Pingliang City, Gansu Province, hoping that this paper can provide a reference for the protection of the rights and interests of land-lost farmers in the urbanization process of Pingliang City, and promote the overall sustainable development of the economy and society in Pingliang City. Building a new socialist countryside in an all-round way to provide the basis. This article takes Pingliang Kongtong District as an example, through the field visit, the discussion exchange, the depth interview and the reading related document to the Pingliang Kongtong District Liuhu Township lost the land farmer, the existence environment, the economic present situation, the employment present situation of the Pingliang landless farmer, The psychological situation is described, and it is considered that there are some problems in the social security of land-lost peasants in Pingliang City, such as the difficulty of implementing the old-age insurance system completely, the difficulty of linking up the medical insurance system effectively, and the zero state of the implementation of unemployment insurance. Then the paper analyzes the subjective and objective reasons of these problems, and puts forward that in order to solve the problem of social security of land-lost peasants in Pingliang City, we should strictly define the right of land expropriation, and gradually establish and perfect the social security mechanism of land-lost peasants. Strengthen the supervision of government land expropriation.
