【摘要】：農(nóng)村社會養(yǎng)老保險是構(gòu)成社會保障體系的重要組成內(nèi)容之一,據(jù)有關(guān)資料顯示,在2010年總?cè)丝谝呀?jīng)達(dá)到13.7億,而有9億多人為農(nóng)民,農(nóng)村社會養(yǎng)老保險與這9億多農(nóng)民的民主權(quán)利和利益是息息相關(guān)的,能夠維護(hù)農(nóng)村社會穩(wěn)定,帶動農(nóng)村的經(jīng)濟(jì)發(fā)展和社會進(jìn)步,促進(jìn)工業(yè)化、城市化進(jìn)程,具有非常重要的作用。目前湖北省農(nóng)村社會的養(yǎng)老保險工作所取得的成就,也暴露出不少問題,老齡化、城市化、工業(yè)化對湖北省經(jīng)濟(jì)和社會發(fā)展造成一定的影響,重建農(nóng)村社會養(yǎng)老保險制度是現(xiàn)實(shí)的要求。本文研究目前湖北省農(nóng)村社會養(yǎng)老保險制度的情況和特點(diǎn),在我省現(xiàn)階段具備條件的基礎(chǔ)上,結(jié)合我省發(fā)展新農(nóng)保試點(diǎn)經(jīng)驗(yàn)以及筆者今年在宜都市采訪調(diào)查的結(jié)果,提高我省新型農(nóng)村社會養(yǎng)老保險制度提出了合理、有效的對策。 本文共六個章節(jié)。第一章節(jié)是介紹了農(nóng)村社會養(yǎng)老保險的背景和意義、國內(nèi)和國外的研究現(xiàn)狀、研究思路和方法以及研究的創(chuàng)新點(diǎn)；第二章節(jié)農(nóng)村養(yǎng)老保險相關(guān)概念的定義,并介紹農(nóng)村養(yǎng)老保險系統(tǒng)的基本理論；第三章節(jié)闡述湖北省農(nóng)村養(yǎng)老保險制度所走過的發(fā)展歷程以及顯示情況進(jìn)行分析；第四章節(jié)介紹的武漢市開展新型農(nóng)村社會養(yǎng)老保險基本情況；第五章節(jié)是相應(yīng)的政策建議,在湖北省創(chuàng)建完善的農(nóng)村社會養(yǎng)老保險制度；第六章節(jié)為結(jié)論,主要目的是為了最大程度的引起政府和全社會加大對農(nóng)村養(yǎng)老保險的重視程度,提高對農(nóng)村養(yǎng)老保險的支持力度,并能采取積極有效的措施,妥善解決農(nóng)村養(yǎng)老保險問題,使農(nóng)民的生存和發(fā)展有效的、實(shí)質(zhì)性的安全保證貢獻(xiàn)力量。
[Abstract]:Rural social endowment insurance is one of the most important components of the social security system. According to relevant data, the total population reached 1.37 billion in 2010, while more than 900 million people were farmers. Rural social endowment insurance is closely related to the democratic rights and interests of these 900 million farmers. It can maintain rural social stability, promote rural economic development and social progress, and promote the process of industrialization and urbanization. Play a very important role. At present, the achievements of the old-age insurance work in the rural areas of Hubei Province have also exposed many problems. The aging, urbanization and industrialization have had a certain impact on the economic and social development of Hubei Province. It is a realistic requirement to rebuild the rural social endowment insurance system. This paper studies the current situation and characteristics of the rural social endowment insurance system in Hubei Province, on the basis of the present conditions in our province, combined with the pilot experience of developing new rural insurance in our province and the results of the investigation conducted by the author in Yidu City this year. The reasonable and effective countermeasures are put forward to improve the new rural social endowment insurance system in our province. There are six chapters in this paper. The first chapter is to introduce the background and significance of rural social endowment insurance, domestic and foreign research status, research ideas and methods as well as the innovation of the research; the second chapter of the definition of rural old-age insurance related concepts, It also introduces the basic theory of rural old-age insurance system, the third chapter describes the development of rural old-age insurance system in Hubei Province and shows the situation of analysis; The fourth chapter introduces the basic situation of the new rural social old-age insurance in Wuhan; the fifth chapter is the corresponding policy recommendations to establish a sound rural social endowment insurance system in Hubei Province; the sixth chapter is the conclusion. The main purpose is to cause the government and the whole society to pay more attention to the rural old-age insurance, to increase the support for the rural old-age insurance, and to take active and effective measures to solve the problem of rural old-age insurance. So that the survival and development of farmers effective, substantial security guarantee contribution.
