【摘要】：經(jīng)濟(jì)補(bǔ)償是農(nóng)村居民大病保險(xiǎn)的基本職責(zé),經(jīng)濟(jì)補(bǔ)償能力是履行該職責(zé)的前提和基礎(chǔ),經(jīng)濟(jì)補(bǔ)償效果是履行該職責(zé)的具體體現(xiàn)。利用江蘇省5個(gè)樣本地區(qū)的實(shí)地調(diào)研數(shù)據(jù),從橫向和縱向兩個(gè)維度評(píng)估了各地大病保險(xiǎn)的經(jīng)濟(jì)補(bǔ)償能力,從大病保險(xiǎn)的受益面、患者個(gè)人自付比例、大病保險(xiǎn)基金使用率等指標(biāo)綜合衡量各地大病保險(xiǎn)的經(jīng)濟(jì)補(bǔ)償效果。研究發(fā)現(xiàn),醫(yī)療費(fèi)用、籌資機(jī)制、政策設(shè)計(jì)等多種主客觀因素共同約束著大病保險(xiǎn)經(jīng)濟(jì)補(bǔ)償能力和補(bǔ)償效果的發(fā)揮,亟需從補(bǔ)償主體的銜接、大病費(fèi)用的控制、籌資機(jī)制的建設(shè)、大病保險(xiǎn)的服務(wù)等方面進(jìn)行改進(jìn)。
[Abstract]:Economic compensation is the basic duty of rural residents' serious illness insurance, the ability of economic compensation is the premise and foundation of performing this duty, and the effect of economic compensation is the concrete embodiment of fulfilling this duty. Based on the field investigation data of five sample regions in Jiangsu Province, the paper evaluates the economic compensation ability of the major illness insurance in different places from the horizontal and vertical dimensions, and from the benefit area of the serious illness insurance, the proportion of the patients' individual payout. The utilization rate of serious illness insurance fund is a comprehensive measure of the economic compensation effect of serious illness insurance. The study found that many subjective and objective factors, such as medical expenses, financing mechanism, policy design and so on, constrain the exertion of the economic compensation ability and the compensation effect of the serious illness insurance together, and urgently need to link up with the main body of compensation and control the cost of the serious illness. The construction of financing mechanism, serious illness insurance service and so on carries on the improvement.
