【摘要】：中國(guó)人口發(fā)展已經(jīng)進(jìn)入深度轉(zhuǎn)型階段,老齡化的加速影響也從充足性、公平性和可持續(xù)性方面對(duì)社會(huì)保障制度建設(shè)提出了新的改革要求;而人口年齡結(jié)構(gòu)變動(dòng)使中國(guó)社會(huì)保障制度面臨嚴(yán)峻的財(cái)務(wù)運(yùn)行風(fēng)險(xiǎn)和結(jié)構(gòu)性不公平問(wèn)題。在充分借鑒國(guó)際經(jīng)驗(yàn)基礎(chǔ)上,要按照人口年齡結(jié)構(gòu)變動(dòng)的需求和約束條件,加快完善社會(huì)保障制度頂層設(shè)計(jì)、改革不適應(yīng)人口形勢(shì)轉(zhuǎn)變的關(guān)鍵環(huán)節(jié)和重點(diǎn)領(lǐng)域、防范制度運(yùn)行風(fēng)險(xiǎn)、補(bǔ)齊保障缺失項(xiàng)目、健全可持續(xù)發(fā)展機(jī)制,為應(yīng)對(duì)老齡化筑牢社會(huì)托底安全網(wǎng)。
[Abstract]:China's population development has entered the stage of deep transformation, and the accelerated impact of aging has put forward new reform requirements for the construction of social security system from the aspects of adequacy, equity and sustainability. The change of population age structure makes the social security system of China face severe financial risks and structural unfairness. On the basis of drawing full lessons from international experience, it is necessary to speed up the improvement of the top-level design of the social security system in accordance with the needs and constraints of the changes in the age structure of the population, and to reform the key links and key areas that do not adapt to the changing population situation. To guard against the operational risks of the system, to make up for the missing items, to perfect the mechanism of sustainable development, and to build a strong social safety net to cope with the aging of the society.
