【摘要】：在人口老齡化程度的不斷加深的背景下，老年人社會(huì)保障問題越來越成為世界各國(guó)關(guān)注的焦點(diǎn)，醫(yī)療保障則成為社會(huì)保障的重中之重。由于老年人身體狀況日漸衰退，患病幾率大大增加，一旦患大病或慢性病，便需要支付高額的醫(yī)療費(fèi)用。而企業(yè)退休職工，這個(gè)普遍處于中低收入的群體，他們中的大多數(shù)人沒有企業(yè)提供的補(bǔ)充醫(yī)療保險(xiǎn)；由于退休金偏低僅夠日常生活所用，因而無(wú)力購(gòu)買商業(yè)醫(yī)療保險(xiǎn)，更沒有享受公務(wù)員的醫(yī)療補(bǔ)助。企業(yè)退休職工老年時(shí)期的醫(yī)療需求，僅能依靠職工基本醫(yī)療保險(xiǎn)來提供醫(yī)療保障。而現(xiàn)行的城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)遵循“低水平、廣覆蓋”原則，只能保障職工最基本的醫(yī)療需求，，對(duì)于退休后的老年人，保障效果很有限。因而“看病難、看病貴”的問題仍舊存在。 第六次全國(guó)人口普查結(jié)果顯示，到2010年，大連市65歲及以上人口已經(jīng)達(dá)到716350人，占總?cè)丝诘?0.71%。這個(gè)比重在15個(gè)副省級(jí)城市中為最高，高于副省級(jí)城市平均值2.53個(gè)百分點(diǎn)；同時(shí)，該比重也高于遼寧省的10.30%。60歲及以上人口為1057116人，占總?cè)丝诘?5.80%。作為東北老工業(yè)基地，大連市的企業(yè)退休職工占老年人口的比重很大。本文基于目前人口老齡化以及醫(yī)療保障體系不健全的背景，以大連市城鎮(zhèn)企業(yè)退休職工醫(yī)療保險(xiǎn)供給水平作為研究題目，采用問卷調(diào)查和文獻(xiàn)研究的方法，對(duì)大連市城鎮(zhèn)企業(yè)退休職工的醫(yī)療保險(xiǎn)現(xiàn)狀進(jìn)行分析。針對(duì)調(diào)查現(xiàn)狀提出存在的問題，并對(duì)其原因進(jìn)行分析。根據(jù)大連市城鎮(zhèn)企業(yè)退休職工醫(yī)療保險(xiǎn)需求額不足的現(xiàn)狀，結(jié)合六普數(shù)據(jù)及遼寧省統(tǒng)計(jì)年鑒、大連市經(jīng)濟(jì)和社會(huì)發(fā)展統(tǒng)計(jì)公報(bào)提供的數(shù)據(jù)，對(duì)企業(yè)退休職工醫(yī)療保險(xiǎn)給付水平進(jìn)行測(cè)算，最后得出提高大連市城鎮(zhèn)企業(yè)退休職工醫(yī)療保險(xiǎn)給付水平的建議對(duì)策。
[Abstract]:In the background of the deepening of population ageing , the social security problem of the elderly is becoming the focus of the world ' s concern , and the medical security becomes the focus of the social security . As the old people ' s physical condition is getting worse , the probability of illness increases greatly . As soon as the illness or chronic disease is affected , it is necessary to pay high medical expenses . And the retired worker of the enterprise , this general is in the middle and low - income group , most of them have no supplementary medical insurance provided by the enterprise ;
Because the pension is low enough to be used in daily life , it is unable to buy commercial medical insurance , and is not entitled to medical subsidy for civil servants . The medical demand in the old period of the retired worker of the enterprise can only rely on the basic medical insurance of the staff and workers to provide medical security . The existing basic medical insurance for urban workers follows the principle of " low level and wide coverage " , which can only guarantee the most basic medical needs of workers and workers . Therefore , the problems of medical care and medical care are still existed .

The sixth national census showed that , by 2010 , the population of 65 and above in Dalian had reached 7,16350 people , accounting for 10.71 % of the total population . This proportion is the highest among the 15 sub - provincial cities , which is 2.53 percentage points higher than the average of the sub - provincial cities ;
At the same time , the proportion is more than 10.30 % of Liaoning province . The population of 60 years and above is 1057116 people , accounting for 15.80 % of the total population . Based on the present situation of population aging and the unhealthy conditions of medical security system , this paper analyzes the current situation of medical insurance for retired workers and workers in Dalian city .
