【摘要】:農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)是我國(guó)社會(huì)保障體系建設(shè)的重要組成部分。近年來(lái),隨著科學(xué)發(fā)展觀和城鄉(xiāng)統(tǒng)籌發(fā)展戰(zhàn)略的提出,農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)事業(yè)的發(fā)展也被納入到政府政策視域之中。黨的十六大報(bào)告明確提出要在有條件的地方探索并建立農(nóng)村養(yǎng)老、醫(yī)療保險(xiǎn)和最低生活保障制度。黨的十六屆三中全會(huì)提出建立以家庭為主、集體保障和國(guó)家救濟(jì)相結(jié)合的農(nóng)村養(yǎng)老保障體系,而黨的十六屆六中全會(huì)進(jìn)一步強(qiáng)調(diào)到2010年要基本建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系,從而將政府在農(nóng)村社會(huì)發(fā)展中的責(zé)任提高到一個(gè)新的高度,這無(wú)疑給農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的發(fā)展提供了新的契機(jī)。作為社會(huì)保障體系的建設(shè)者和推動(dòng)者,政府在其中負(fù)有不可推卸的責(zé)任。合理定位在農(nóng)村社會(huì)保險(xiǎn)事業(yè)發(fā)展中的政府責(zé)任,讓政府在社會(huì)養(yǎng)老保險(xiǎn)發(fā)展中履行其應(yīng)盡的職責(zé),不僅關(guān)系到農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)事業(yè)的發(fā)展,而且關(guān)系到我國(guó)整個(gè)社會(huì)保障體系建設(shè)的進(jìn)程。 隨著農(nóng)村勞動(dòng)力涌向城市,越來(lái)越多的農(nóng)村家出現(xiàn)了空巢家庭的狀況,這就弱化了家庭養(yǎng)老的功能。就在這時(shí),人口老齡化趨勢(shì)不斷的加強(qiáng),我國(guó)也面臨著嚴(yán)重的人口老齡化,這就共同促成了新型農(nóng)村養(yǎng)老保險(xiǎn)制度的出臺(tái)。雖然政府對(duì)農(nóng)村養(yǎng)老問(wèn)題高度重視,不斷發(fā)展農(nóng)村經(jīng)濟(jì),強(qiáng)化政府對(duì)農(nóng)村養(yǎng)老問(wèn)題的政策與資金扶持,自從新農(nóng)村制度出臺(tái)后,我國(guó)農(nóng)村養(yǎng)老問(wèn)題有了明顯的改善與提高,農(nóng)村養(yǎng)老矛盾也有所緩和,但是隨著新農(nóng)保制度的不斷運(yùn)行,也出現(xiàn)了不可忽視的問(wèn)題,這些問(wèn)題阻礙了新農(nóng)村制度的實(shí)施進(jìn)程。在當(dāng)前社會(huì)主義現(xiàn)代化的建設(shè)進(jìn)程中,農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)是統(tǒng)籌城鄉(xiāng)社會(huì)保障體系建設(shè)的重點(diǎn)之一,也是社會(huì)主義新農(nóng)村建設(shè)中的重要環(huán)節(jié)。新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度能否保證農(nóng)村居民的“老有所養(yǎng)”問(wèn)題,關(guān)鍵在于發(fā)展水平的高低。 本文在第一部分首先介紹了文章研究的背景與現(xiàn)實(shí)意義、其他學(xué)者對(duì)新農(nóng)保的研究以及本文研究的方法;第二部分闡述了中國(guó)現(xiàn)行農(nóng)村養(yǎng)老保險(xiǎn)制度的發(fā)展進(jìn)程,從農(nóng)村養(yǎng)老保障政策的出現(xiàn),一直到現(xiàn)階段新農(nóng)保制度的運(yùn)行都有其存在發(fā)展的原因和理論基礎(chǔ),同時(shí)提出了政府在新農(nóng)保制度中應(yīng)該承擔(dān)的責(zé)任;第三部分運(yùn)用相關(guān)理論對(duì)這種新型養(yǎng)老保險(xiǎn)制度的繳費(fèi)問(wèn)題進(jìn)行了現(xiàn)實(shí)分析,詳細(xì)闡明了我國(guó)新農(nóng)保制度運(yùn)行過(guò)程中所存在的問(wèn)題和出現(xiàn)這些問(wèn)題的原因是什么,接著第四部分在此基礎(chǔ)上分別從需求和消費(fèi)角度測(cè)算了我國(guó)農(nóng)村居民在連接繳費(fèi)15年、連接繳費(fèi)20年、連接繳費(fèi)25年和連接繳費(fèi)30年四個(gè)繳費(fèi)年限上適度的繳費(fèi)率,主要測(cè)算了適度繳費(fèi)率的區(qū)間限制,,然后結(jié)合財(cái)政補(bǔ)貼狀況綜合分析適度的繳費(fèi)區(qū)間;同時(shí)第五部分提出實(shí)現(xiàn)測(cè)算出的適度繳費(fèi)水平的現(xiàn)實(shí)條件,不同的影響因素同時(shí)發(fā)生作用,共同促進(jìn)適度繳費(fèi)水平的實(shí)現(xiàn),以及在繳費(fèi)模式中考慮到政府補(bǔ)貼因素的介入對(duì)養(yǎng)老保險(xiǎn)繳費(fèi)模式的影響,最后一部分是針對(duì)我國(guó)新型農(nóng)村養(yǎng)老保險(xiǎn)制度中存在的問(wèn)題進(jìn)行改進(jìn),在此基礎(chǔ)上提出幾點(diǎn)對(duì)策建議:繼續(xù)貫徹執(zhí)行有關(guān)加強(qiáng)農(nóng)民收入的法規(guī)政策;拓寬基金來(lái)源渠道,形成多層次的基金籌資模式;保證農(nóng)村養(yǎng)老保險(xiǎn)基金的安全及其保值增值;加強(qiáng)政府財(cái)政力度對(duì)新農(nóng)保制度的轉(zhuǎn)移支付,以促進(jìn)我國(guó)農(nóng)村養(yǎng)老保險(xiǎn)制度的健康發(fā)展。 老有所養(yǎng)不僅是居民個(gè)人最關(guān)心的問(wèn)題,也是黨和政府對(duì)全社會(huì)居民非常關(guān)注的重要問(wèn)題之一。在人口老齡化背景下,構(gòu)建農(nóng)村社會(huì)養(yǎng)老保障體系,完善農(nóng)村社會(huì)保險(xiǎn)制度,是統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展、促進(jìn)杜會(huì)和諧、提高農(nóng)民生活水平和全面建設(shè)小康社會(huì)的重大舉措通過(guò)本文的研究,希望能夠?yàn)榈胤秸菩行罗r(nóng)保提供有益的經(jīng)驗(yàn)和建議,通過(guò)強(qiáng)化政府服務(wù)意識(shí)和財(cái)政責(zé)任,有效解決人口老齡化給農(nóng)村養(yǎng)老帶來(lái)的困境和問(wèn)題,促進(jìn)我國(guó)經(jīng)濟(jì)社會(huì)的全面發(fā)展。
[Abstract]:Rural social endowment insurance is an important part of the construction of social security system in China. In recent years, with the proposed development strategy of Scientific Outlook on Development and urban and rural development, the development of the rural social endowment insurance has also been brought into the government policy view. The sixteen major reports of the party have made it clear that it is necessary to explore and establish in a conditional place. Rural endowment, medical insurance and minimum living security system. In the third Plenary Session of the 16th CPC Central Committee, the party proposed to establish a rural old-age security system based on family, collective security and state relief. In the sixth Plenary Session of the 16th CPC Central Committee, the party further stressed that the social security system covering urban and rural residents should be basically established by 2010, thus the government will be the government. The responsibility of the rural social development has been raised to a new height, which undoubtedly provides a new opportunity for the development of the rural social endowment insurance. As the builder and promoter of the social security system, the government has an unshirkable responsibility. With the rural labor force flowing into the city, more and more rural families have appeared empty nest family, which weakens the function of family pension. At this time, the trend of population aging is constantly strengthened, and our country is also faced with serious aging of the population, which jointly contributed to the introduction of the new rural old-age insurance system. The village pension problem is highly valued, constantly developing the rural economy, strengthening the government's policy and fund support to the rural old-age problem. Since the new rural system has been introduced, the problem of rural old-age care has been obviously improved and improved, and the old-age contradiction in rural areas has also been eased, but with the continuous operation of the new agricultural insurance system, it can not be ignored. In the process of the current socialist modernization, the rural social endowment insurance is one of the key points in the construction of the social security system in urban and rural areas, and it is also an important link in the construction of the new socialist countryside. The key lies in the level of development.
In the first part, the first part introduces the background and practical significance of the study, the research of other scholars on the new agricultural insurance and the method of this paper. The second part expounds the development process of the current rural endowment insurance system in China, from the emergence of the rural old-age security policy, and the operation of the new agricultural insurance system at the present stage has its own. The reasons and theoretical basis for the development of the new agriculture insurance system should be borne by the government. In the third part, the problem of payment of this new old-age insurance system is analyzed with relevant theories, and the existing problems and the original problems in the operation of the new agricultural insurance system in China are expounded in detail. On the basis of what it is, then the fourth part calculates the rate of 15 years in China's rural residents from the demand and consumption point of view, connecting payment for 20 years, connecting payment for 25 years and connecting contributions for 30 years and four payment years. It mainly calculates the interval limit of the appropriate rate of payment, and then combines the financial subsidy condition. At the same time, the fifth part puts forward the actual conditions for the measurement of the level of the appropriate payment, and the effect of the different factors simultaneously, to promote the realization of the level of the appropriate payment, and to consider the influence of the intervention of the government subsidies on the pension payment mode in the payment mode, and the last part. It is to improve the existing problems in the new rural old-age insurance system in China. On this basis, it puts forward some countermeasures and suggestions: to continue to implement the regulations and policies on strengthening the income of farmers; to broaden the sources of fund sources and to form a multi-level fund raising mode; to ensure the security of the rural endowment insurance fund and to increase its security value. We should strengthen the transfer payment of the new rural social security system by the government's financial strength so as to promote the healthy development of the rural endowment insurance system in China.
It is not only a matter of concern to the individual, but also one of the important issues that the party and the government are concerned about. In the context of the aging population, the construction of the rural social security system and the improvement of the rural social insurance system are the development of the urban and rural economic and social development, the promotion of the harmony of the Duhui, the improvement of the living standards of the farmers and the improvement of the living standards of the peasants. The major measures to build a well-off society in an all-round way, through this study, hope to provide useful experience and suggestions for the local government to carry out the new agricultural insurance. Through strengthening the government's service consciousness and financial responsibility, it can effectively solve the difficulties and problems brought by the aging of the population to the rural endowment, and promote the overall development of our country's economy and society.
