我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度構(gòu)建研究

【摘要】:不斷完善我國(guó)養(yǎng)老金制度體系是解決我國(guó)養(yǎng)老金制度碎片化、人口老齡化、城鄉(xiāng)二元化、以及國(guó)家財(cái)政投入力度失衡等問(wèn)題的關(guān)鍵,也是使我國(guó)社會(huì)保障體系走向成熟、實(shí)現(xiàn)制度公平公正、構(gòu)建和諧社會(huì)的必要步驟。我國(guó)現(xiàn)行的養(yǎng)老制度仍然帶有“應(yīng)急式”、“頭疼醫(yī)頭,腳疼醫(yī)腳”的性質(zhì)、缺乏合理的頂層設(shè)計(jì)。哪里有缺漏問(wèn)題就修補(bǔ)哪里,并沒(méi)有從長(zhǎng)遠(yuǎn)角度出發(fā)來(lái)考慮一套長(zhǎng)期具有適用性的養(yǎng)老制度。因此就目前來(lái)看養(yǎng)老金制度改革的成效并不是很理想,存在著保障水平持續(xù)偏低、繳費(fèi)激勵(lì)性較差、保險(xiǎn)費(fèi)率偏高、基金收支壓力較大以及養(yǎng)老基金保值增值較難等一系列問(wèn)題!八槠钡酿B(yǎng)老金制度不僅浪費(fèi)了大量公共管理資源,也不利于形成統(tǒng)一的勞動(dòng)力市場(chǎng),還會(huì)影響到整個(gè)社會(huì)的公平公正及安定和諧的發(fā)展,F(xiàn)階段看我國(guó)正在施行的各類養(yǎng)老金制度之間并沒(méi)有一個(gè)可以很好轉(zhuǎn)換、銜接的標(biāo)準(zhǔn)。本論文提出構(gòu)建“我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度”的設(shè)想,是想為全國(guó)人民導(dǎo)入一種全覆蓋、保基本,既公平公正又可持續(xù)發(fā)展的普惠式的養(yǎng)老金制度。我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度的建成,不但將能實(shí)現(xiàn)制度的公平公正、全面覆蓋,又能解決現(xiàn)制度之間的銜接問(wèn)題,還可使流動(dòng)人口無(wú)論走到哪兒都能獲得同樣的社會(huì)保障,正因此本論文具有了一定的現(xiàn)實(shí)研究意義。而為能讓這一制度順利實(shí)現(xiàn),就需要黨中央與地方政府全力配合。首先本文回顧了有關(guān)養(yǎng)老金制度的概念及相關(guān)理論,為構(gòu)建我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度夯實(shí)了理論基礎(chǔ);其次通過(guò)回顧我國(guó)養(yǎng)老金制度變遷的過(guò)程,分析制度在發(fā)展過(guò)顯現(xiàn)出的制度缺陷與不足等問(wèn)題,提出了構(gòu)建我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度的緊迫性、必要性、可行性;再者通過(guò)梳理分析國(guó)外普惠式養(yǎng)老金制的特點(diǎn)及經(jīng)驗(yàn),為構(gòu)建我國(guó)國(guó)民基礎(chǔ)養(yǎng)老金制度得出啟示;最后詳細(xì)介紹我國(guó)基礎(chǔ)養(yǎng)老金制度的總體框架,及其資金來(lái)源保障等。同時(shí)根據(jù)國(guó)際養(yǎng)老金替代率水平,以及我國(guó)社會(huì)平均工資以及消費(fèi)水平等因素粗糙的確定基礎(chǔ)養(yǎng)老金的替代率范圍。還針對(duì)與現(xiàn)行養(yǎng)老金制度之間的銜接問(wèn)題提出些許想法。
[Abstract]:Perfecting our pension system is the key to solve the problems of fragmentation of pension system, aging population, urban-rural dualization, and imbalance of national financial input, and it also makes our social security system mature. The necessary steps to realize the fairness and justice of the system and to build a harmonious society. The present pension system of our country still has the nature of "emergency type", "headache cure head, foot hurts feet", and lacks reasonable top-level design. Where there is a gap where the repair, and not from a long-term perspective to consider a long-term applicable pension system. Therefore, at present, the effect of the reform of the pension system is not very satisfactory. There is a persistent low level of security, poor incentive to pay fees, and high insurance rates. Fund income and expenditure pressure and pension fund maintenance and appreciation difficult to wait for a series of problems. The fragmented pension system not only wastes a large number of public administration resources, but also does not favor the formation of a unified labor market, but also affects the fair, just, stable and harmonious development of the whole society. At the present stage, there is not a good standard of conversion and convergence between the various pension systems being implemented in our country. The purpose of this paper is to introduce a universal pension system with full coverage, basic protection, fair and equitable development and sustainable development for the people of our country. The completion of the national basic pension system in China will not only realize the fairness and fairness of the system, cover all aspects of the system, but also solve the problem of convergence between the existing systems, and also enable the floating population to obtain the same social security wherever they go. Therefore, this paper has a certain practical significance. In order to make this system come true smoothly, the Party Central Committee and the local government must cooperate with each other. First of all, this paper reviews the concept and related theories of pension system, which lays a solid theoretical foundation for the construction of China's national basic pension system; secondly, by reviewing the process of pension system changes in our country, This paper analyzes the defects and deficiencies of the system in its development, and puts forward the urgency, necessity and feasibility of constructing the national basic pension system in China, and analyzes the characteristics and experience of the universal pension system in foreign countries. Finally, it introduces the general framework of the basic pension system in China, and the guarantee of its source of funds and so on. At the same time, according to the international pension replacement rate level, as well as China's social average wage and consumption level factors such as rough determination of the basic pension replacement rate range. It also offers some ideas about the link with the current pension system.
