【摘要】：農(nóng)業(yè)這個產(chǎn)業(yè)具有其特殊性。生產(chǎn)風(fēng)險(xiǎn)高并且農(nóng)業(yè)的生產(chǎn)預(yù)期有著很大的不確定性,這樣一來,通過給農(nóng)業(yè)生產(chǎn)上保險(xiǎn)的方式來保證農(nóng)民的切身利益迫在眉睫。益陽地區(qū)自然災(zāi)害頻發(fā),農(nóng)業(yè)生產(chǎn)承受著巨大的風(fēng)險(xiǎn),發(fā)展農(nóng)業(yè)保險(xiǎn)已經(jīng)成為燃眉之急。本文以益陽市農(nóng)業(yè)保險(xiǎn)的發(fā)展為切入點(diǎn),為實(shí)現(xiàn)益陽農(nóng)業(yè)的可持續(xù)發(fā)展貢獻(xiàn)力量。本文首先對農(nóng)業(yè)保險(xiǎn)發(fā)展進(jìn)行理論分析,在介紹農(nóng)業(yè)保險(xiǎn)內(nèi)涵、農(nóng)業(yè)保險(xiǎn)的特性和功能后,著重對農(nóng)業(yè)保險(xiǎn)發(fā)展的理論基礎(chǔ)進(jìn)行了闡述；其次,實(shí)證分析益陽市農(nóng)業(yè)保險(xiǎn)發(fā)展的現(xiàn)狀及問題,主要闡述了益陽市農(nóng)業(yè)風(fēng)險(xiǎn)發(fā)展的大概情況,利用實(shí)地調(diào)查數(shù)據(jù)和訪問資料,全面分析了目前益陽市農(nóng)業(yè)保險(xiǎn)發(fā)展所取得的成效以及在發(fā)展過程中所存在的幾個方面的問題；再次,總結(jié)借鑒國內(nèi)外農(nóng)業(yè)保險(xiǎn)發(fā)展的經(jīng)驗(yàn),分析了美國、日本、菲律賓等發(fā)達(dá)國家以及上海、江蘇、黑龍江等國內(nèi)地區(qū)的農(nóng)業(yè)保險(xiǎn)發(fā)展的成功經(jīng)驗(yàn),并且從其成功經(jīng)驗(yàn)中得出對益陽市農(nóng)業(yè)保險(xiǎn)發(fā)展的啟示；最后探索出完善益陽市農(nóng)業(yè)保險(xiǎn)發(fā)展的幾點(diǎn)建議：一是提高思想認(rèn)識,切實(shí)增強(qiáng)做好農(nóng)業(yè)保險(xiǎn)工作；二是加快擴(kuò)大農(nóng)業(yè)保險(xiǎn)提標(biāo),提高保障水平；三是進(jìn)一步完善體制機(jī)制,確保農(nóng)業(yè)保險(xiǎn)規(guī)范運(yùn)行；四是引入承保公司競爭機(jī)制,不斷提升服務(wù)水平；五是健全農(nóng)業(yè)保險(xiǎn)法律法規(guī)；六是優(yōu)化農(nóng)業(yè)保險(xiǎn)發(fā)展環(huán)境。
[Abstract]:Agriculture this industry has its particularity. The risk of production is high and the expectation of agricultural production is very uncertain, so it is urgent to guarantee the vital interests of farmers by insuring agricultural production. With the frequent natural disasters in Yiyang area, agricultural production bears enormous risks, so it is urgent to develop agricultural insurance. Based on the development of Yiyang agricultural insurance, this paper contributes to the sustainable development of Yiyang agriculture. After introducing the connotation of agricultural insurance, the characteristics and functions of agricultural insurance, this paper focuses on the theoretical basis of the development of agricultural insurance. This paper analyzes the current situation and problems of agricultural insurance development in Yiyang City, mainly expounds the general situation of agricultural risk development in Yiyang City, and makes use of field survey data and interview data. This paper comprehensively analyzes the achievements of agricultural insurance development in Yiyang City and the problems existing in the process of development. Thirdly, it summarizes the experience of agricultural insurance development at home and abroad and analyzes the United States and Japan. The successful experience of agricultural insurance development in developed countries such as Philippines, Shanghai, Jiangsu, Heilongjiang and so on, and the enlightenment to the development of agricultural insurance in Yiyang City. Finally, some suggestions on how to improve the development of agricultural insurance in Yiyang City are put forward: first, to improve the ideological understanding and strengthen the work of agricultural insurance; second, to speed up the expansion of agricultural insurance standards and raise the level of security; third, to further improve the system and mechanism. To ensure the standardized operation of agricultural insurance; fourth, to introduce the competitive mechanism of underwriting companies to continuously improve the level of service; fifthly, to improve the laws and regulations of agricultural insurance; and sixthly, to optimize the development environment of agricultural insurance.
