【摘要】：改革開放以來(lái)中國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展推動(dòng)了勞動(dòng)力的流動(dòng),跨區(qū)域就業(yè)已成常態(tài)。中國(guó)的醫(yī)療保險(xiǎn)目前統(tǒng)籌層次仍然不高,各統(tǒng)籌地區(qū)醫(yī)療保險(xiǎn)政策不完全一致。跨區(qū)域就醫(yī)與各統(tǒng)籌區(qū)域的醫(yī)保政策差異,使異地就醫(yī)管理成為當(dāng)前醫(yī)保工作的難點(diǎn),這一問(wèn)題值得進(jìn)行研究。本研究采用了文獻(xiàn)研究、內(nèi)容分析和比較分析的方法,首先對(duì)國(guó)內(nèi)外研究現(xiàn)狀及本文研究方案進(jìn)行闡述,之后介紹河北省異地就醫(yī)管理的相關(guān)政策規(guī)范,從基本概況、人員和病情分類情況、審批、費(fèi)用補(bǔ)償規(guī)定、報(bào)銷相關(guān)手續(xù)等方面對(duì)河北省11個(gè)地級(jí)市以及省直職工異地就醫(yī)相關(guān)政策進(jìn)行梳理,并通過(guò)統(tǒng)計(jì)數(shù)據(jù)描述異地就醫(yī)的現(xiàn)狀。結(jié)合統(tǒng)計(jì)數(shù)據(jù)和相關(guān)文獻(xiàn),從政策法規(guī)、地理位置、醫(yī)療技術(shù)水平等方面對(duì)河北省各統(tǒng)籌區(qū)的異地就醫(yī)做影響因素分析,并且分析異地就醫(yī)管理中存在的問(wèn)題,對(duì)河北省的異地就醫(yī)管理提出相關(guān)建議:提高異地就醫(yī)政策信息透明度;規(guī)范異地轉(zhuǎn)診審批程序;統(tǒng)一異地轉(zhuǎn)診限制范圍標(biāo)準(zhǔn);加快異地就醫(yī)即時(shí)結(jié)算;簡(jiǎn)化結(jié)算所需資料;縮小異地就醫(yī)與本地待遇差異。
[Abstract]:Since the reform and opening up, the rapid development of China's social economy has promoted the mobility of labor force, and cross-regional employment has become the norm. The overall level of medical insurance in China is still not high, and the regional medical insurance policy is not completely consistent. The difference of medical insurance policy between different regions and different regions makes the management of seeking medical care in different places become the difficult point of the current medical insurance work, and this problem deserves to be studied. This research adopts the methods of literature research, content analysis and comparative analysis. Firstly, the present situation of domestic and foreign research and the research scheme of this paper are expounded, and then the relevant policies and norms of the management of medical treatment in different places in Hebei Province are introduced, and the basic situation is introduced. Personnel and disease classification, examination and approval, expense compensation regulations, reimbursement procedures and other aspects of Hebei Province 11 prefectural cities and provincial workers in different areas of medical treatment related policies were combed, and through statistical data described the status quo of medical treatment in different places. Based on the statistical data and related documents, this paper analyzes the influencing factors of different places in Hebei Province from the aspects of policies and regulations, geographical location, medical technical level, and analyzes the problems existing in the management of medical treatment in different places. Some suggestions are put forward to the management of medical treatment in different places in Hebei province: to improve the transparency of the policy information of medical treatment in different places; to standardize the procedure of examination and approval of referral in different places; to unify the standard of limit range of referral in different places; to speed up the instant settlement of medical treatment in different places; to simplify the information needed for settlement; Reduce the difference between medical treatment and local treatment.
