【摘要】：目的： 通過對醫(yī)療保險(xiǎn)重大疾病保障制度建設(shè)的歷史沿革和發(fā)展現(xiàn)狀進(jìn)行調(diào)研和分析，結(jié)合長春市自身情況，，借鑒國內(nèi)外重大疾病保障制度建設(shè)的先進(jìn)經(jīng)驗(yàn)，探索適合長春市醫(yī)療保險(xiǎn)發(fā)展的重大疾病保障機(jī)制。 方法： 本文通過文獻(xiàn)研究法、調(diào)查法和綜合思維法等方法對長春市醫(yī)療保險(xiǎn)重大疾病保障制度的現(xiàn)狀進(jìn)行調(diào)查研究。采用描述性分析方法，對2012年和2013年這兩年長春市城鎮(zhèn)居民醫(yī)保40種重大疾病患者的數(shù)據(jù)進(jìn)行處理，運(yùn)用文獻(xiàn)研究法對城鎮(zhèn)居民40種重大疾病保險(xiǎn)政策的運(yùn)行情況進(jìn)行分析研究。 結(jié)果： 2013年長春市城鎮(zhèn)居民40種重大疾病保險(xiǎn)政策出臺后，較2012年在重大疾病患者住院人次、住院人數(shù)、人次人頭比、住院統(tǒng)籌報(bào)銷值、報(bào)銷比例等幾方面都有了大幅度的上升，而在住院費(fèi)用和住院天數(shù)等方面有所下降。而且在2012年和2013年，40種重大疾病患者幾乎全部選擇在三級醫(yī)院住院就醫(yī)，住院患者以男性居多，住院患者年齡段大多數(shù)在40 80歲，該重大疾病政策所惠及的患者主要所屬于是長春社會(huì)醫(yī)療保險(xiǎn)管理局。 結(jié)論： 重大疾病保障制度的建設(shè)，切實(shí)地提高了重大疾病患者的報(bào)銷待遇，減少了大病患者的后顧之憂，減少“因病致貧、因病返貧”現(xiàn)象的發(fā)生，體現(xiàn)了我國醫(yī)療保險(xiǎn)制度在“堅(jiān)持廣覆蓋、�；尽⒖沙掷m(xù)原則的同時(shí)，加強(qiáng)對重大疾病患者的救助”的宗旨；醫(yī)保應(yīng)加大對預(yù)防保健的投入，要提升民眾的體檢意識，降低小病變大病的可能。
[Abstract]:Objective: Through the investigation and analysis of the historical evolution and development status of the medical insurance system for major diseases, and in combination with the situation of Changchun, we can learn from the advanced experience of the construction of the major disease security system at home and abroad. To explore a major disease protection mechanism suitable for the development of medical insurance in Changchun. Methods: This paper investigates and studies the current situation of the medical insurance system of major diseases in Changchun by the methods of literature research, investigation and comprehensive thinking. Using descriptive analysis method, the data of 40 major diseases of urban residents in Changchun in 2012 and 2013 were analyzed. The operation of 40 major diseases insurance policy for urban residents is analyzed by using literature research method. Results: After the promulgation of the insurance policy for 40 major diseases of urban residents in Changchun in 2013, compared with 2012, there has been a significant increase in the number of hospitalizations, the head-to-head ratio of person-times, the total reimbursement value of hospitalization, the proportion of reimbursement claims, and so on. However, the cost of hospitalization and the number of days in hospital decreased. Moreover, in 2012 and 2013, almost all of the patients with 40 major diseases chose to be hospitalized in tertiary hospitals. The majority of the hospitalized patients were men, most of whom were in their 40s and 80s. This major disease policy benefits patients mainly belong to the Changchun Social Medical Insurance Bureau. Conclusion: The construction of the safeguard system for major diseases has effectively improved the reimbursement treatment of patients with major diseases, reduced the worries of patients with serious illnesses, and reduced the occurrence of the phenomenon of "poverty caused by illness and returning to poverty because of illness." It embodies the purpose of our medical insurance system to "strengthen the assistance to patients with major diseases while adhering to the principle of broad coverage, basic and sustainable coverage," and that medical insurance should increase investment in preventive health care and raise the public's awareness of physical examination. Reduce the likelihood of serious disease with small lesions.
